Coal business returns documents due to minor errors: State Bank of Vietnam Region 2 speaks out

(NLDO) – State Bank of Vietnam Region 2 affirmed that the exchange and interaction between the company's specialists and accountants was very good; the branch staff was very supportive.

The State Bank of Vietnam, Region 2 Branch, has just sent a document to Decotex Company Limited regarding the handling of foreign loans after the company complained that its application was returned due to not meeting the necessary requirements.

Previously, a representative of this company reported at the "Business - City Government Dialogue" conference on the banking sector on June 27 that bank officials were nitpicking, causing the documents to be returned.

Details of business loans

"The branch's leadership has been very receptive and seriously accepted the contents shared by the company at the dialogue conference, and at the same time reviewed the entire process of handling the company's documents" - the leader of the State Bank of Vietnam, Region 2 branch stated in the document.

Accordingly, by May 2025, Decotex had 69 medium- and long-term foreign loans confirmed by the branch with a total loan turnover of more than 6.76 million EUR (equivalent to more than 6.9 million USD), with current outstanding debt of 3.74 million EUR (equivalent to more than 4.12 million USD).

From January 2024 to present, there has been a change in the company's management staff. During this period, the branch has confirmed the registration of 14 new medium- and long-term foreign loans and confirmed the registration of changes to 2 medium- and long-term foreign loans.

During the process of processing administrative procedure dossiers related to registration confirmation and registration change confirmation of the above loans, 100% of the dossiers were processed ahead of schedule and the administrative procedure processing results were returned to Decotex.

The Conference on Dialogue between enterprises and city government in the banking sector aims to meet, discuss and resolve difficulties and problems of export enterprises in Ho Chi Minh City in the banking sector.

By the end of June 2025, Decotex had submitted two sets of administrative procedures. Currently, Decotex has completed one set of documents.

The company and the specialist in charge have discussed to continue completing the remaining 40 sets. After the company completes submitting the remaining 40 sets of documents, the branch will issue a receipt and schedule the results according to regulations.

Having trouble because the application was returned 2-3 times

Regarding the working attitude of the staff receiving the documents, as reflected by the representative of Decotex Company, the State Bank of Region 2 said that "the exchange and interaction between the company's specialists and accountants was very good".

The staff who directly processed the company's records have sent an email or exchanged information via Zalo to thank them. Thereby, it can be seen that the branch staff has been very supportive of the company. The detailed interaction with the records will help the records to be completed quickly and accurately, helping to quickly check and verify the records.

Previously, as reported by Nguoi Lao Dong Newspaper, opening the dialogue conference on June 27, Ms. Hoang Thi Phuoc Minh, Decotex's Chief Accountant, said that the enterprise had short-term foreign loans with the parent company, but recently for some reasons, revenue decreased and payment was not made on time, so it had to register to convert the loan into a long-term loan with the State Bank.

"Previously, this procedure was very convenient, but now it is extremely difficult when the documents are returned 2-3 times because of small mistakes such as: periods (.), commas (,), the phrase "interest payable" or "interest payable", State Bank or State Bank of Vietnam ... Our General Director is German, requiring everything to be very clear and transparent. When we translate to report to the General Director, it is very difficult to explain why the documents are returned" - Ms. Minh said.

According to Ms. Minh, the deadline for processing the application is 30 days, but when the deadline was near, the receiving officer announced that the application was incorrect.

Ms. Minh suggested that State Bank officials should handle business records similarly to commercial bank employees, with the spirit of accompanying businesses to achieve good results. Only then can we create friendliness and attract investors.
