
On the very first day of implementing the Chien Dan Commune Public Administration Service Center, the commune's youth union members divided themselves into groups and teams to be on duty regularly at the center.
The work of the union members does not stop at providing preliminary instructions, but also directly supports people in each step of the process, such as creating an electronic identification account, accessing the public service portal, declaring personal information, uploading documents to the system, submitting applications and looking up results.
Elderly people who are not familiar with using smartphones or computers are all "held by the hand" and given enthusiastic guidance by union members.
Union member Nguyen Thi Tu Uyen (Chien Dan commune) said: “The job requires patience because many of the elderly people do not know how to type on the phone, I have to suggest each letter for them to read and I type for them. Although it is a bit tiring, seeing people happy and doing transactions quickly, I feel the meaning of the work I undertake.”
After completing the application at the center, Mr. Le Ba Son (Khanh Tho village, Chien Dan commune) said: “When I first heard about the change in the government model, I was a bit worried, afraid that the procedures would be more complicated. But when I arrived, I saw the youth force welcoming and guiding me enthusiastically, so everything became simpler. I am very grateful for such a friendly and close service attitude.”

In addition to supporting online application submission, union members also undertake many other tasks such as guiding people to park their vehicles in the right place, arranging waiting lines according to numbers, reminding them to maintain order in the work area, assisting the elderly or disabled people to move between departments, etc.
Ms. Nguyen Thi Thu Thuong - Secretary of the Chien Dan Commune Youth Union assessed that in the first days of operating the new model, although the number of people coming to do procedures was not too large, many people had not yet adapted to the changes in the document processing process. Having a team of young people to support in a timely manner helped reduce pressure on professional staff, creating a light and friendly atmosphere at the office.
In many cases, people who come for the first time still lack documents and do not have an identity account, the union members are ready to guide them on how to supplement and set a specific time to continue supporting. In addition to providing on-site support, the Chien Dan commune youth union members also play the role of propagandists in the community.
The commune union designed leaflets to guide the implementation of online public services, shared information on village Zalo groups and solidarity groups. At the same time, they sent forces to residential areas to disseminate new points in the two-level government model, emphasizing the rights and obligations of citizens when using digital platforms.

Since the operation of the two-level government, the youth volunteers of Chien Dan commune have supported hundreds of people in submitting administrative documents, installing public service applications, creating personal identification codes, restoring digital citizen accounts and handling technical errors arising during the operation.
In addition, many comments from people about the service process were also recorded and reported by the union members so that the commune government could promptly make adjustments.
In the coming time, Chien Dan Commune Youth Union will maintain a permanent support force at the “one-stop” department during peak days. At the same time, it will expand the digital skills training model for youth in villages, organize mobile training sessions in residential areas and schools, contributing to spreading the spirit of digital transformation to each household.
We clearly identify this as one of the key tasks in the transition period. In addition to supporting the people, the union members also play a role in connecting the government with the community, contributing to building an open, transparent, and people-oriented administration.
