In Bu Dang, a remote commune of Dong Nai province, it is showing initiative and flexibility in implementing the construction of a government close to the people, serving the people through the model of a mobile Public Administration Service Center (TTPVHCC).
Bringing the government closer to the people
Village 2, Bu Dang commune currently has 279 households with 1,229 people, including 174 ethnic minority households. Implementing the Mobile TTPVHCC Program, from early morning, hundreds of people were present at the village cultural house to receive instructions and resolve administrative records and procedures related to the fields of land, justice - civil status, insurance, updating VNeID...
Present early in the morning at the village cultural house to handle procedures related to the field of justice and civil status, Mr. Dieu Linh, a member of the Stieng ethnic group, village 2, Bu Dang commune, said that his family had been informed by the village chief that on the morning of July 4, a new group of commune officials would come to handle records and administrative procedures for the people at the village cultural house. He decided to take a day off from the fields to update his daughter's birth certificate and some personal documents on the VNeID software.
Bu Dang commune was established after merging Duc Phong town with Doan Ket commune and Minh Hung commune. Currently, the commune has an area of about 147km2 , population of nearly 30 thousand people. |
“I was very moved when the commune leaders came to my place for the first time to handle administrative procedures for the people. I was even happier when I came here, the staff guided me through the steps to handle the paperwork in a very detailed and easy-to-understand manner, and everyone was happy with the service. I am very satisfied with the new commune government,” Mr. Dieu Linh happily added.
Unable to hide her joy, Ms. Thi Gai, a S'tieng ethnic, village 2, Bu Dang commune, said that she came here to change the information on her child's birth certificate. Previously, in the old commune, she and her husband went back and forth many times but could not do it. Now, the commune officials came to the place to handle the papers and procedures for the people, she felt very happy.
“The people here still have difficult lives, limited education, sometimes simple administrative procedures still require time to travel. Today, coming here, the commune officials resolved the work quite quickly, if there are any unresolved issues, there is a full appointment letter, I am very happy, hope the procedures will be resolved quickly” - Ms. Thi Gai expressed her wish.
Coming to resolve documents and procedures related to real estate, Ms. Pham Thi Viet, village 4, Bu Dang commune, said she was quite satisfied with the innovation, professionalism and courtesy of the new commune government.
Ms. Viet said: “Previously, the village chief informed the people that there would be commune officials to handle the documents and administrative procedures right at the village cultural house. Because I am a worker in the industrial park, taking time off work would mean losing a day of work, so at first I thought about not going, because my documents were related to land - a very complicated field. Even before that, my family had contacted the authorities many times but could not resolve them. Now, although I have just been instructed on the steps to handle the documents, I am quite satisfied with the service of the new commune government, it was worth my time to take a day off work to come here to handle the documents.”
“The leadership, civil servants and public employees of Bu Dang commune hope that people will continue to trust, accompany and give feedback to the local government. People's opinions and feedback, even the smallest ones, are the basis for us to look back at ourselves, make timely adjustments and do better,” shared Nguyen Thanh Tung, Chairman of Bu Dang Commune People's Committee.
Focus on serving people and businesses
According to Chairman of Bu Dang Commune People's Committee Nguyen Thanh Tung, the biggest change of the two-level local government is to focus on serving the people and businesses. From there, immediately after announcing the decisions to establish the commune and perfect the apparatus, Bu Dang Commune People's Committee held a meeting to thoroughly inform all cadres and civil servants to change their thinking and working methods; at the same time, develop a plan and directly deploy to the villages the model of mobile TTPVHCC to receive documents directly at the village cultural house so that people can clearly understand. Therefore, right in the first launch, the commune's mobile TTPVHCC processed 40 documents and administrative procedures for the people.
“On the first day of the campaign, the people packed the entire hall of the village cultural house, we felt very happy. In addition to the procedures and records of the people being resolved directly at the working session according to their wishes, we also listened to the opinions, recommendations and wishes of the people. We will assign all the thoughts and wishes of the people to each agency in charge of the field to advise and resolve; the commune leaders will monitor and return the results directly to the people” - Mr. Tung emphasized.
According to Mr. Tung, the new administration is to serve the people, so it is natural that the government proactively seeks out the people and businesses and considers them as "customers" to serve. Therefore, in the coming time, the commune will deploy a visit to one village per week, and when the operation is well guaranteed and the procedures are well handled, it will be implemented in two or more villages per week. This will be done regularly and continuously until the people's procedures are finished and there are no more complaints from the people, then it will stop.
It can be seen that the implementation of the mobile TTPVHCC model in Bu Dang commune, although just the beginning, is showing very positive innovations. No longer passive, administrative in the old way, but there has been a change in accordance with the goals and orientations set by the Central Government, which is to be close to the people, close to the people and serve the people better.
