The decentralization of more authority to the communal level is expected to promote autonomy and self-responsibility in handling administrative procedures. Some groups of procedures that were previously required to be transferred to the district for processing have now been decentralized to the commune. This helps shorten the time, reduce intermediaries and save people's travel effort.
Since early July, the authority to issue Land Use Right Certificates has been assigned to the People's Committees at the commune level for household and individuals, helping people complete procedures right at their place of residence. The processing time has been shortened to a maximum of 03 working days from the date of receipt of completed documents. The entire process of issuing the first red book does not exceed 17 days, instead of 20 days as before. People also did not have to submit a "no dispute" certificate as before. Verification of planning, origin and dispute status will be carried out by the receiving agency itself according to the post-audit mechanism. Since July 1, land management has been strongly decentralized, giving more power to the People's Committees at the communal level.
Ms. Pham Thi Be Loan, in An Phu commune, Quang Ngai province, said: " In the past, when I got my red book, I went to the city. Now, it's closer to the commune. People are very happy. The staff here are very enthusiastic in giving instructions."
At the An Phu Commune Public Administration Service Center, there are 07 transaction counters with 07 civil servants to handle administrative procedures for people. There are 02 professional staff to support, welcome, guide the implementation and how to submit documents directly and online for people. Decentralization and delegation of authority to the commune level has solved most of the needs for documents, confirmation, and registration. This increases the initiative of local authorities, creates space for development and shortens the time to organize and implement tasks serving local socio -economic development effectively.
Mr. Nguyen Hoai Vu, Deputy Director of the An Phu Commune Public Administration Service Center, Quang Ngai Province, said: " With the removal of the district level and decentralization to the commune level, in that spirit, the Party Committee and the People's Committee of the commune have directed civil servants to always promote the application of information technology. Surprise, the procedures transferred from higher levels are immediately accessed to thoroughly resolve for the people. The policy of decentralization is completely correct, and we are making every effort to best resolve administrative procedures for the people . "
The initiative and flexibility of civil servants is an important step forward demonstrating the spirit of "government serving the people" that the province is synchronously implemented.

Mr. Tran Dinh Truong, Chairman of the People's Committee of Nghia Lo Ward, Quang Ngai Province, said: " With the current decentralization and delegation of authority, communes and wards handle administrative procedures as before, plus the administrative procedures at higher levels transfer authority to the ward level, so the volume of procedures increases significantly. Therefore, it requires each cadre, civil servant and public employee to have a thorough understanding, improve their knowledge and support the people. At the same time, demonstrates a high sense of responsibility so that the two-level government operates more and more effectively " .
Decentralization and delegation of power are the clearest manifestations of governance according to the constructivist model. In which, instead of keeping power in the Central Government, the State proactively "shares power" to local governments to be closer to the people, understand the people better and act faster. Decentralization is not only "giving power", but also "assigning responsibility". Local governments are now not only "executors of administrative orders" but have become the subjects of action, innovation and results. In particular, this reform has placed the commune level at the center of decentralization, not stopping at the provincial level as before. This clearly reflects an inevitable trend that the closer to the people, the more effective governance.
