In the past time, Quang Ninh has thoroughly grasped and directed the full, serious and urgent implementation of the directions of the Politburo , the Secretariat; the Government, the Prime Minister; legal documents on decentralization, assignment of state management authority in the field of management and use of public assets, and instructions of authorized agencies. The plan for the arrangement, division, arrangement and handling of public assets when rearranging commune-level administrative units is implemented at all levels simultaneously with the process of developing and approving the Project for rearranging commune-level administrative units.
Localities have reviewed, inventoried the current status, handed over assets, headquarters, accounting books, and complete land records, ensuring progress in serving the work of merging administrative units. At the same time, they regularly urge to review and have specific plans to handle surplus assets after the arrangement, ensuring savings and preventing waste. Up to now, the arrangement of public assets in the whole province has been carried out on schedule, maximizing the functions of headquarters, assets, and equipment, ensuring to avoid waste and loss. All assets have been cataloged, fully recorded in their current status, legal records, and handed over according to a unified process. Assets that still have use value are transferred to serve new agencies and units; surplus headquarters and works are converted to other functions or auctioned, creating a source of budget revenue.
The review shows that the total number of working offices at district and commune levels in the province is 376. The number proposed to continue to be used is 228; of which, the headquarters of the Party Committee - People's Council - People's Committee at district level is expected to be arranged for central wards (the headquarters of the Party Committee, People's Council, People's Committee of Ha Long city is planned to be arranged for the Provincial People's Council; the Provincial Fatherland Front and mass organizations). The surplus number is 148 headquarters (123 headquarters will not be used; other options are proposed for 25 headquarters), of which the main headquarters are the headquarters of the Party Committee - People's Council - People's Committee of merged wards, the headquarters of departments, offices, and specialized units at district level.
It is proposed to handle surplus and unused headquarter and land assets according to 2 options: Handle assets according to educational regulations on management and use of public assets, in which priority is given to converting functions to medical andfacilities , and using them for other local public purposes (libraries, parks, cultural and sports institutions, etc.); transfer headquarter houses and land to organizations with the function of managing and trading in local houses for management and exploitation (management to serve the long-term goals of the State; preserve and protect assets; arrange for temporary use by agencies and units; lease attached to land; etc.), and assign local land fund development organizations to manage, develop and exploit.
In addition, Quang Ninh has also completed the plan to arrange and transfer 108 cars managed by the district level (67 work cars, 41 specialized cars). In particular, according to the norm of cars for general work (maximum 2 cars/commune) compared to the number of cars for current work (67 cars) at 54 new commune-level administrative units, there will be no surplus of cars for general work and specialized cars.
In fact, the arrangement, preservation and handling of public assets after the merger is an important task, avoiding the risk of waste and loss of state assets. Despite the large amount of work, the sectors and localities of Quang Ninh have urgently taken inventory and rearranged assets to maximize their functions, promptly respond to government activities, and avoid interruptions in serving the people.
According to the Ministry of Finance's request, localities must publish official data on the status of surplus houses and land after 90 days from the implementation of the new apparatus (from July 1). Ms. Nguyen Thi Thoa, Deputy Director of the Department of Public Asset Management (Ministry of Finance) said: "Localities can now report surplus headquarters and houses and land, but these facilities must be arranged for central agencies in the locality, exchanged with each other, and used for other purposes, so there may be a surplus today and a shortage tomorrow."
Therefore, the Ministry of Finance is asking each locality to report specific handling results after 90 days of implementation. After completing this review period, the competent authorities will have enough basis to compile and publish official data on the status of surplus public housing and land.
In the coming time, the Ministry of Finance will continue to coordinate with localities in the process of arranging and handling public assets, monitoring to guide and handle arising problems.
