The new Quang Tri provincial government officially came into operation under a two-level model from July 1, 2025. Along with that, the administrative organization system at all levels, including the Provincial Public Administration Service Center (PPA), was adjusted in terms of model, function and scope of operation. In the first days of the province's merger, the center operated smoothly, demonstrating thorough preparation, flexible adaptation and strong determination to reform for the people and businesses.

The merger of administrative boundaries entails adjustments in the organizational structure and operational functions of public service units. For the Quang Tri Provincial Public Service Center (new) - an administrative unit under the Provincial People's Committee Office, Decree No. 118/2025/ND-CP on implementing administrative procedures (TTHC) under the one-stop mechanism, one-stop connection at the one-stop department and the National Public Service Portal (NPSP), issued on June 9, 2025, effective from July 1, has created a solid legal framework, reshaping the role and tasks of the center in the new period.

Accordingly, the center's functions are expanded and more professionalized, focusing on state management of administrative procedure control, implementing the one-stop, one-stop mechanism and implementing administrative procedures in the electronic environment; digitizing records and results of administrative procedure settlement; advising and proposing solutions to reform administrative procedures; implementing public and transparent administrative procedures; receiving and handling feedback and recommendations from people and businesses...

To adapt promptly, the province has decided to maintain two parallel locations of the center in two wards: Dong Hoi and Dong Ha. This is a flexible solution to ensure the best service for people in both old geographical areas.

Right from the first days of operation, both facilities have operated seriously and synchronously. The working atmosphere is urgent and high intensity. The staff directly receiving the documents are fully arranged, equipped with supporting software and synchronous data transmission lines, ensuring all transactions take place smoothly.

Many officers were present at the location very early to prepare documents, open the software, and review data. When coming to do procedures, people all acknowledged the enthusiastic support of the officers, especially in guiding them to fill out new forms, prepare documents according to the changed list...

“There is more work and more pressure, but we consider this a crucial stage and must double our efforts to create trust among the people with the new apparatus,” said Ms. Pham Thi Thao Nhi, an expert from the Department of Industry and Trade.

It is noteworthy that after the merger, the entire data system, agency contacts, organizations, seals and digital signatures of the departments, branches and sectors of the two old provinces must be reviewed, adjusted and consolidated. Therefore, in just the first few days of operating the new government, the center recorded an increase in the number of records related to the revocation and reissuance of seals, as well as procedures for changing administrative registration contents. On the first day of operating the two-level government alone, the Provincial Public Service Center at the two locations received 1,547 records on the field of revocation and reissuance of seals, of which location 1 had 1,222 records and location 2 had 325 records.

In order to ensure timely service to agencies and units, the Department of Administrative Police for Social Order, Quang Tri Provincial Police has arranged additional officers and soldiers to receive documents, even outside of office hours. Thanks to that, the settlement process is quite quick and convenient. "I came to do the procedure to revoke the seal of the Association of the Elderly of the old Hien Ninh commune. The implementation process is quite quick and convenient, so it only took me about 30 minutes to complete the procedure," Mr. Le Ngoc Chau (Truong Ninh commune) shared.

Affirming the role of "service gateway" of modern government

To ensure that the public administrative system is not interrupted after July 1, the province has implemented a 3-phase operation plan: Preparation, testing and completion. Before the official operation, technical infrastructure, shared software, staff accounts, human resources and office equipment have been reviewed, transferred and synchronized. Departments and branches have also transferred tasks and organized training for staff and civil servants on the process of handling administrative procedures in the context of new administrative boundaries and agency systems.

In addition to organizing the apparatus, the center also actively implements the digital transformation plan and administrative reform in a professional and modern direction. In particular, the key contents include: Updating all data on administrative procedures, names of presiding agencies, new locations; upgrading the electronic one-stop software to integrate the system with the National Public Service Portal; organizing the assessment of people's satisfaction; statistics and classification of new procedures arising due to the merger to provide synchronous instructions...

Mr. Ho Van Thanh, Deputy Director of the Provincial Public Service Center, said: It can be said that the stable operation of the center after the merger is the result of careful preparation, effective coordination between departments and branches, and the determination to reform administration from local authorities. However, besides great opportunities, the center also faces many challenges, requiring flexibility and high determination. Integrating the two administrative data systems of the two former provinces is a complex task, requiring high accuracy and time. Any errors or delays can affect the process of handling administrative procedures.

The connection between the main center in Dong Hoi and the second facility in Dong Ha must be absolutely guaranteed in terms of technology and operations. In addition, with a larger geographical area, ensuring smooth coordination between departments, branches, sectors, and levels of government to resolve administrative procedures according to the interconnection mechanism is very important. There must be a mechanism for strict inspection and supervision to avoid the situation of shirking responsibility or prolonging the processing time...

To overcome challenges and take full advantage of opportunities, the center continues to improve its institutions, promote the application of information technology, enhance training of high-quality human resources, and especially build a culture of professional and dedicated service.

With determination and joint efforts, the center is gradually proving its role as a “service gateway” of the modern government, providing effective and comprehensive services, and at the same time being a symbol of innovation, creativity and solidarity after the merger. This is also one of the first and clearest marks of a new province that is expected to develop rapidly and sustainably in the future.
