On the afternoon of July 3, in Hanoi, the State Committee for Overseas Vietnamese, Ministry of Foreign Affairs , held a press conference to inform about the new policies of the Party and State related to overseas Vietnamese and the Vietnam Summer Camp 2025 program. Chairman of the State Committee for Overseas Vietnamese Nguyen Trung Kien chaired the meeting.
New policy points related to overseas Vietnamese
Regarding the new policies of the Party and State related to overseas Vietnamese, Mr. Nguyen Trung Kien said that on June 24, 2025, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Vietnamese Nationality, aiming to continue to promptly and fully institutionalize the policies of the Party and State towards overseas Vietnamese, creating more favorable conditions for the overseas Vietnamese community to return home to invest, produce, do business, as well as attract high-quality human resources for the country.
Regarding the new contents related to the Vietnamese community abroad, Mr. Nguyen Trung Kien said that the Law amending and supplementing a number of articles of the Law on Vietnamese Nationality has "loosened" the regulations for acquiring and regaining Vietnamese nationality, while retaining foreign nationality, showing a major change and a breakthrough in the policies of the Party and State; removing barriers and opening up opportunities to help overseas Vietnamese quickly return to their roots, homeland and country.
In addition, on June 27, 2025, the National Assembly passed the Law on Science , Technology and Innovation consisting of 73 articles, built on the viewpoint of fully institutionalizing the policies of the Party and the State, identifying science, technology, innovation and national digital transformation as the top important breakthrough, the main driving force to rapidly develop modern productive forces and bring the country to breakthrough development. The promulgation of the Law is expected to create a major revolutionary shift in the field of science, technology and innovation in Vietnam.
According to Mr. Nguyen Trung Kien, the adjustment of some laws as above aims to create conditions for overseas Vietnamese and Vietnamese people living abroad to contribute better and more effectively to the country's cause. Within the scope of its functions and tasks, the State Committee for Overseas Vietnamese will continue to closely coordinate with relevant ministries and branches to continue researching, disseminating and specifying the contents of the Law to soon put it into practice, and at the same time coordinate with other laws and legal documents to ensure consistency and uniformity in implementation, creating favorable mechanisms to attract resources from overseas experts and intellectuals in the fields of science, technology, innovation and creativity, contributing to the development of the country.
Arouse love for homeland and raise awareness of continuing the heroic traditions of the nation
Regarding the Vietnam Summer Camp 2025, Mr. Nguyen Trung Kien shared that the program is organized annually by the State Committee for Overseas Vietnamese, Ministry of Foreign Affairs for Vietnamese youth and students abroad. This is a playground for young overseas Vietnamese delegates to learn about the country, at the same time exchange, connect, and strengthen solidarity with each other and with the young generation in the country. With meaningful activities, the Summer Camp contributes to arousing love for the homeland and raising awareness of continuing the heroic traditions of the nation in the overseas Vietnamese community, especially the young generation.
2025 marks the anniversary of many important events of the country such as the 95th anniversary of the founding of the Party (February 3, 1930 - February 3, 2025); the 135th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025); the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and towards the 80th anniversary of National Day (September 2, 1945 - September 2, 2025), Mr. Nguyen Trung Kien said, with that spirit and continuing the success of the Vietnam Summer Camp 2024 program with the theme "The Country is Full of Joy", the theme of the Vietnam Summer Camp 2025 program is "Together we continue to write the story of peace".
Scheduled to take place from July 13 to 26, 2025, the Vietnam Summer Camp 2025 will be held in localities in the three regions of the North, Central and South; with 110 delegates from 31 countries and territories. Participating in the Summer Camp are overseas Vietnamese youth with outstanding achievements in studying, sports, and active participation in youth and community movements.
The program will include traditional education activities such as remembering the source of water, showing gratitude (visiting Cu Chi Tunnels, the Monument to Heroes and Martyrs in Quang Tri, etc.); charity activities, supporting ethnic minorities in some Central Highlands provinces; exchange programs, learning about gong culture, and exchanges with officers and soldiers of the Department of Peacekeeping - Ministry of National Defense.
