Customs coordinate to increase effectiveness in control and anti-smuggling

(Chinhphu.vn) – On July 3 and 4, 2025, in Vung Tau Ward, Ho Chi Minh City, the Customs Department chaired the 2025 Control Professional Exchange Conference. The conference focused on the peak results of attacking and suppressing smuggling crimes; handling cases and incidents in the customs sector and the management and use of ships.

Conference on exchanging control operations in 2025

The conference was attended by representatives of Customs Branches, representatives of some units under the Supreme People's Procuracy and the Ho Chi Minh City People's Procuracy. This is an important opportunity for customs units to exchange experiences, learn from each other, and improve capacity and efficiency in control work.

The conference summarized the results of the peak month of crime suppression and attack by the Customs agency, the work of managing the area and preventing and combating smuggling, trade fraud and counterfeit goods. The contents were discussed in depth such as controlling goods that affect the health of consumers, goods under specialized management; inspecting and supervising goods with signs of origin fraud, illegal transportation through investment, processing, and export production in industrial parks and export processing zones...

At the thematic conference on investigation and handling of cases with signs of crime in the field of customs control, Ms. Hoang Thi Quynh Chi, Director of Department 14, Supreme People's Procuracy introduced new points of the Criminal Procedure Code. In particular, some important contents related to the investigation rights of the Customs agency, such as: Head of the Anti-Smuggling Investigation Sub-Department, Deputy Head of the Post-Clearance Inspection Sub-Department; Head of the Regional Customs Sub-Department, Deputy Head of the Border Gate Customs Team.

In addition, the representative of the Supreme People's Procuracy also informed about changes in the organization and authority of the prosecution agencies, thereby helping the Customs agency identify the correct coordinating agency in the investigation and transfer of documents.

During the discussion, customs units raised many practical problems related to investigation authority, receiving and processing criminal information, handing over documents - exhibits - evidence, appraisal and valuation of assets. These contents were all specifically answered by representatives of the People's Procuracy and prosecutors, helping to remove difficulties and improve handling efficiency.

The conference also emphasized the role of ensuring technical means for control work. Investing in and effectively using equipment, assets, weapons and support tools is an essential condition for the Customs sector to perform its tasks well. Thereby contributing to building a regular, modern force, meeting the increasingly high requirements of customs inspection and supervision work.

Deputy Director of Customs Department Luu Manh Tuong speaks at the Conference

Deputy Director of the Customs Department Luu Manh Tuong emphasized that Vietnam has shown its proactive and active international integration through negotiating and signing many bilateral and multilateral agreements. Accordingly, the Vietnam Customs continues to face significant challenges, both ensuring trade facilitation and enhancing the effectiveness of state management of customs, especially in the fight against smuggling and trade fraud.

"It is necessary to pay special attention to both staff work and direct combat, focusing on hitting the masterminds and resolutely handling violations," Mr. Luu Manh Tuong noted.

In the coming time, the leaders of the Customs sector said that they will continue to promote the achieved results, replicate effective models, overcome shortcomings, and strengthen inter-sectoral coordination to prevent and combat smuggling and trade fraud. The goal is to ensure socio -economic security, create a favorable environment for investment and business, contribute to building a professional and modern customs force and successfully complete tasks in the new situation.

From December 15, 2024 to June 14, 2025, the Customs Department detected, arrested and handled 8,561 violations, with an estimated value of goods of about VND 13,614 billion. The Customs Department prosecuted 8 cases and transferred 54 cases to other agencies for prosecution.

Notably, in the fight against drugs, the Customs sector has presided over and coordinated the handling of 103 cases with 110 subjects, of which the Customs presided over 43 cases, the Police 42 cases, and the Border Guard 18 cases. The seized exhibits were about 2 tons of various drugs (an increase of nearly 95% over the same period last year), including: 1,471 kg of ketamine; 401.7g of opium; 122.39 kg of marijuana; 32.6 kg of heroin; 1.86 kg of cocaine; 273.53 kg and 1,899 synthetic drug pills; 106 kg and 60,000 pills of other drugs.
