Create the most favorable conditions for Da Nang City to build an International Financial Center
In the above announcement, the Deputy Prime Minister highly appreciated the initiative, determination and efforts of the Standing Committee of the City Party Committee and the People's Committee of Da Nang City, especially the Secretary of the City Party Committee, who, together with the Ministries and branches, developed the Project and draft Resolution on the International Financial Center in Vietnam to submit to the Politburo and the National Assembly.
After the Politburo issued Conclusion No. 47-TB/VPTW dated November 15, 2025, Da Nang City has proactively and actively implemented many tasks. In particular: issued a Resolution of the Standing Committee of the City Party Committee on building an International Financial Center in Da Nang City; issued an Action Plan; organized working delegations to study and conduct field surveys at successful Financial Centers in the world and the region; proactively organized investment promotion activities to attract investors to Da Nang; proactively prepare infrastructure, facilities and trained human resources for the management and operation of the International Financial Center.
After the National Assembly issues the Resolution on the International Financial Center in Vietnam, the Government will issue an action plan to organize the implementation. Da Nang City needs to proactively and immediately implement the tasks under the authority and responsibility of the City (especially issues related to planning, infrastructure, human resources, investment promotion); at the same time, closely coordinated with ministries and branches to develop Decrees detailing and guiding the implementation of the Resolution of the National Assembly; proactively recommend and propose the Government and the Prime Minister to consider and handle the contents beyond the authority of the City to create the most favorable conditions for the City to deploy the construction of the International Financial Center.
The Deputy Prime Minister requested the Ministries of Finance, Construction, Agriculture and Environment and relevant ministries and agencies to review, guide and handle according to their authority and legal regulations the recommendations of the People's Committee of Da Nang City related to the implementation of the International Financial Center; proposes to report to competent authorities on issues beyond their authority.
Focus on speeding up the process of removing difficulties for 13 Son Tra Peninsula projects
At the same time, the Deputy Prime Minister also acknowledged and highly appreciated the proactive and active participation of Da Nang city in implementing the Central Government's instructions on removing difficulties and obstacles related to projects and land in the inspection, examination and judgment conclusions. Up to now, nearly half of the projects that need to be removed have been removed. These are the initial results and successes that Da Nang city has achieved, and are valuable lessons to be replicated in other localities across the country.
The Deputy Prime Minister requested Da Nang City to continue to speed up the progress of removing difficulties and obstacles in a more drastic spirit for the remaining projects and land in the inspection and examination conclusions in accordance with the requirements and directions of the Central Government; proactively coordinate with the Ministry of National Defense, the Ministry of Agriculture and Environment to focus on speeding up the progress of removing difficulties for 13 Son Tra Peninsula projects and projects that have been sentenced. Da Nang City is actively and proactively implementing, not considering extending the implementation time.
The Government will review the results of the implementation of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province. From the practical difficulties encountered in the implementation of projects, Da Nang City will consider and report on proposals to amend relevant Laws (Land Law, Planning Law, etc.), send to the Ministry of Agriculture and Environment, Ministry of Finance before July 5, 2025 to synthesize into the project to amend the Land Law and Planning Law.
Regarding the proposal to allow the application of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly and Decree No. 76/2025/ND-CP dated April 1, 2025 of the Government to adjust the land use term to 50 years for cases of land use term violations when granting similar land use right certificates outside the list of 1,313 projects and re-determine land prices of many projects with signs of similar violations, the Deputy Prime Minister requested Da Nang city to continue implementing Resolution No. 170/2024/QH15 of the National Assembly and Decree No. 76/2025/ND-CP of the Government.
Regarding the proposal to remove obstacles for the Vinmec Da Nang International General Hospital project, the Deputy Prime Minister requested that based on the opinions of ministries and agencies at the meeting and Document No. 8749/BTC-DT dated June 19, 2025 of the Ministry of Finance, the People's Committee of Da Nang City consider and thoroughly handle the difficulties and obstacles of the Project within its authority and in accordance with the provisions of law; report to the Prime Minister the results of the settlement before July 30, 2025.
