Untangling the bottlenecks for business households: Transparency for long-term development

However, there are still some barriers arising in practice, and management agencies are actively removing them to help business households develop sustainably.

Tax policy and expectations to accompany business households

At the Seminar on Business Households with New Tax Policies, Challenges and Accompanying Solutions held on July 8, Mr. Nguyen Tien Minh, Deputy Director of the Hanoi Tax Department, said that perfecting the legal system on business households is key to supporting the development of the private economy . With the orientation of openness, transparency and simplicity, the Hanoi tax sector is focusing on administrative reform, expanding online support, using AI platforms and chatbots to promptly answer questions for people.

According to Mr. Nguyen Tien Minh, in addition to the need for businesses to proactively learn about legal regulations and requirements such as invoices - documents, origin of goods, fire prevention and fighting, etc., voluntary compliance will be the foundation for sustainable operations. Along with that, the technology ecosystem is also being coordinated and built, accompanying software enterprises to support businesses.

From a consulting perspective, Ms. Nguyen Thi Cuc, Chairwoman of the Vietnam Tax Consultants Association, emphasized the importance of transparency in cash flow and business models.

Converting to an enterprise not only helps access tax incentives but also expands scale, accesses credit capital and operates more systematically. However, Ms. Cuc also frankly acknowledged that the current tax policy is still complicated, requiring the tax sector to continue to simplify procedures and upgrade technology infrastructure, especially in the context of implementing Decree 70 and digital transformation according to Resolution 06.

Representative of the market management force, Mr. Le Nguyen, Deputy Head of the Market Management Department (QLTT) of Hanoi City, said that the implementation of electronic invoices is not only to comply with regulations but also to help businesses be more transparent.

Mr. Le Nguyen emphasized that the rule of law is the foundation for sustainable development, and serious businesses will have access to support policies and expand their operations. The Market Management Force also committed to accompanying and guiding businesses in the process of transforming their models and complying with new regulations.

Knots from reality and solutions being implemented

According to delegates, in reality, the current business household model is very diverse, from the elderly doing traditional business to the Gen Z generation doing online business. According to Ms. Bui Thi Trang, Director of Accounting Services and Business Households ( MISA ), that diversity creates a significant challenge in implementing electronic invoices. Many households still use cash, record manually, and cannot separate personal money and business cash flow, while to issue standard output invoices, input invoices are needed - something that many households still lack.

Accompanying this process, MISA has deployed simple, economical, and fast solutions, supporting each step from business registration, declaration making to using invoice software. In addition, households are divided into groups to apply appropriate solutions, thereby being able to support more effectively.

Similarly, Ms. Nguyen Thi Minh Khue, Deputy General Director of Sapo Technology Company, said that many households want to comply with regulations but have difficulty accessing authorities. In particular, some elderly people are confused about using the software and need a lot of time to get used to it. Sapo not only provides software but also acts as a bridge between businesses and tax authorities, deploying low-cost or free support packages for users to easily access.

Lieutenant Colonel Le Van Manh, Deputy Director of Viettel Hanoi, said that the software to support business households in tax declaration was built with 4 core criteria: It can be done at any cost, can be used by anyone, can be used anywhere and can be used on any device. The "one-touch tax declaration" solution allows users to easily operate on smartphones, increases transparency and contributes to reducing counterfeit and fake goods on the market.

However, according to Ms. Nguyen Thi Cuc, President of the Vietnam Tax Consulting Association, attention should be paid to the elderly - those who are still confused with technology. Management agencies should not only reform policies but also create peace of mind for the people. At the same time, Ms. Cuc also emphasized that the situation of goods of unknown origin should be strictly handled; on the contrary, common household goods should be flexibly managed to support reasonable consumption.

Mr. Le Ngoc Son, representative of Dong Xuan Market Management Board, shared that initially, business households reacted to QR codes, but after receiving support, 100% of households in the market used them. However, when implementing the new tax policy, some traders were concerned about the lack of input invoices. The Management Board reassured, supported and provided specific instructions so that households could continue their operations with peace of mind.

Regarding tax policy, many businesses also raised some problems. The Dong Xuan market is a wholesale market, with seasonal goods. Some items are called "return" - meaning they only rotate after exactly one year, not monthly - leading to difficulties in short-term declarations. However, the tax authority has issued flexible instructions, allowing declarations based on codes, prices, product codes, etc., in accordance with the business characteristics of traditional markets.

"As a management agency, we regularly conduct statistics on operations. Currently, Dong Xuan market has about 2,100 regular business households," said Mr. Le Ngoc Son.

According to Mr. Nguyen Tien Minh, Hanoi currently has about 5,000 business households with revenue of over 1 billion VND - subjects required to apply electronic invoices from cash registers according to Decree 70.

Since the beginning of June 2025, when Decree 70/2025/ND-CP took effect, 9,155 more households have registered to use electronic invoices generated from cash registers. Of these, 4,379 households are required to use electronic invoices and 4,776 households voluntarily use them after being informed - a 3-fold increase compared to the early 2023-2024 period.

However, during the implementation process, there are still concerns about additional collection due to the declared revenue increasing compared to the old contract level. The Hanoi Tax Department affirmed that it will not collect additional collection, except in cases of unusually high revenue. For households with incorrect declarations, additional information can be provided; for households with contracted revenue, if it exceeds 50% of revenue, it will be adjusted for the remaining time of the year.

To resolve the problem, the tax sector continues to dialogue, conduct field surveys, provide free software support for up to 6 months, and coordinate with suppliers to simplify payment calculation tools to suit the needs of each household.

According to Ms. Nguyen Thuy Duong, Head of the Economic, Infrastructure and Urban Department of Hai Ba Trung Ward, a reality that is posing many challenges is that the number of households registering new businesses this year in this ward has decreased significantly, while the number of households requesting to stop operations or close down has increased compared to last year.

There is a difference between registered households and tax-paying households, making management difficult.

One of the main reasons is that small businesses have not yet clearly recognized the benefits, superiority and transparency that new business models that apply technology and comply with regulations bring. The transition from traditional business models to more professional models is still faced with a fear of change, worries about costs and procedures.

Ward officials have directed residential groups to strengthen propaganda and mobilize people to register in accordance with regulations, and at the same time coordinate with tax authorities to inspect and handle households that deliberately evade obligations.

At the discussion, many households such as Mr. Bui Duy Ninh (Giang Vo) or Ms. Nguyen Thi Thanh Nhan (Dong Xuan) also shared that they completely agree with the new policies. When given clear and transparent instructions, they are willing to upgrade to enterprises for sustainable development.

From July 1, 2025, Decree 168/2025/ND-CP has stipulated that the business household code is also the tax code, online registration application, and many conditions that are no longer appropriate have been removed. In particular, the processing time has been shortened from 3 days to 1 day, making the procedure more convenient.

In the first 6 months of the year, Hanoi statistics recorded 58,366 newly established business households, an increase of 105% over the same period in 2024 - a signal showing the positive movement of the business household community.
