New commune level in Can Tho: Smooth services, satisfied people

(Chinhphu.vn) - After more than a week of implementing the operation of the commune-level government in Can Tho City, initial observations show that the groundswell government operates stably and effectively, people can easily access public services, reducing time and costs for people.

Synchronous, compact, efficient

From July 1, 2025, Can Tho City officially merged a series of communes and wards in the areas of 3 localities: Can Tho, Hau Giang and Soc Trang, creating 103 new communes and wards.

Immediately after the merger, the new communes and wards have completed their organizational structure, assigned civil servants, and arranged workplaces to maintain uninterrupted administrative activities. It was noted that in Tan An wards, where Tan An and Thoi Binh wards have just merged, the work of receiving and handling administrative procedures has been maintained stably. People do not have to go to many places like before, but only need to go to the Public Administration Service Center to do related documents such as household registration, birth registration, land certificates, household registration, etc.

Talking to the Government Electronic Newspaper, Mr. Tran Van Quick, Chairman of the People's Committee of Phu Loi Ward (formerly Soc Trang ) said: The most desirable thing is to improve the quality and efficiency of serving the people, which is demonstrated through the indexes of governance and public administration (PAPI), Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR Index), Satisfaction Index of Administrative Services (SIPAS)... At the same time, creating and enhancing the image of a friendly government in the perception of the people and businesses; building and maintaining a healthy, friendly and favorable environment for local socio-economic development.

Notably, listening in the second working week, Phu Loi was the first ward in Can Tho to issue a plan to implement the model "Coffee with people and businesses" so that ward leaders could accompany, share, and support people and businesses. Thereby, building a "streamlined - compact - strong - efficient - effective - efficient" political system to meet the requirements of bringing the country into a new era of development.

"This also aims to build a government that serves the people, by the people and for the people; improve the quality of providing public administrative services in a modern, fast and convenient direction," shared the Chairman of Phu Loi Ward People's Committee.

A prominent solution in solving administrative procedures for people in Phu Loi ward is to create a QR code application to get a queue number to solve administrative procedures to reduce waiting time for people. With just a few simple operations on the phone, the need to solve administrative procedures has become faster, more convenient and more transparent.

With creative ways of doing things and with a convenient location, the basic facilities meet the requirements; especially implementing the principle of "non-administrative boundaries", that is, people in any commune or ward in the city can have their administrative procedures resolved without having to return to their place of residence. From the first day of operating the 2-level local government, the Phu Loi Ward Public Administration Service Center has had a large number of people coming to do administrative transactions.

As a result, from July 1-8, 2025, the ward received and processed about 650 records in 12 administrative fields; of which about 162 records in non-administrative fields were received and guided by staff and processed in accordance with regulations. The reduction of administrative focal points and all related procedures were processed at the Phu Loi Ward Public Administration Service Center contributed to creating satisfaction and consensus among people with the policy of implementing a 2-level local government.

Digitize procedures, reduce time, costs, and procedures

One of the significant changes is that people directly benefit from the reduction of administrative contacts - there is no longer a situation of "running around" between old communes because of unclear management boundaries. Now all related procedures are resolved at the new Commune Public Administration Service Center, and at the same time, the application of online public services has been promoted, helping people submit documents and monitor the progress of administrative procedures.

This helps the transfer of data from the old commune/ward to the new administrative unit to take place smoothly, using electronic data without having to manually re-enter records.

Sharing with the Government Electronic Newspaper, Dr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, said: The Document Management and Operation System will be deployed uniformly for the entire Can Tho City from July 1, 2025, including: Office of the City People's Committee; 15 Departments, branches and affiliated units; 15 public service units under the City People's Committee; 108 agencies and units; 103 People's Committees of communications and wards with 15,240 user accounts. The system has been connected to the single sign-on system (SSO) and established a process for all agencies and units to ensure sending and receiving electronic documents at 3 levels from the Central to the provincial and communal levels. At the same time, the System has been fixed, completed, and supported for use during the initial period of putting the system into operation.

Currently, 100% of the newly merged communes/wards have Public Administration Service Centers with modern equipment, well-trained staff, and timely guidance. Some localities such as districts and communes... have received help from Can Tho City Youth Union officials to help people complete online procedures at communes and wards.

Happy people, flexible staff

One issue that many people were concerned about before the merger was whether the change in boundaries and names would affect people's psychology, especially in localities with a long history. However, according to records, people's psychology was stable, with no negative reactions. Partly because the local government had organized extensive propaganda, clearly explained the benefits of the merger, ensuring that administrative and legal rights would not change.

Mr. Vo Tan Dung, 62 years old, a resident of Hung Phu ward, shared: "At first, I was a bit hesitant because the ward name changed, thinking I would have to redo the paperwork and red book. But the commune officials came down to the hamlet to explain, making it clear that the paperwork was still valid, the new name was for ease of general management. Now I feel reassured."

As for the staff, they have initially adapted quite quickly to the new tasks. Some redundant staff have been transferred to appropriate specialized departments or retrained for reasonable redeployment. The important thing is to be proactive and flexible, not causing disruption to the people.

In practice, after more than a week of implementation, the merger of commune and ward authorities has proven to be correct and has brought about clear administrative efficiency. This is not only a matter of streamlining the administrative apparatus, but also a step towards a service-oriented administration with people at the center.

These days, Can Tho City leaders are organizing delegations to inspect and survey the current operations of the new commune and ward government. Thereby, timely instructions are given to draw lessons and make necessary adjustments for the next phase. The goal is not just to "combine to meet the criteria" but to make each new commune and ward truly become "a government close to the people, serving the people".

Because although the communal government is the lowest level, it is the place where people have the most contact. Doing well at the ground level means doing well for the entire state administrative apparatus to be smooth and effective.
