This year's exam has many special marks, not only because it is the first time it is held simultaneously for two generaleducation programs (2006 and 2018), but also because of the innovations in exam questions and stricter grading regulations to ensure maximum fairness for candidates.

Literature: Double marking, keep it fair

One of the special features of the 2025 high school graduation exam is the strong innovation in the literature exam – which is also the only exam in essay format. This is the first time the exam has applied the orientation of the 2018 General Education Program, in which the materials are taken from sources other than textbooks. This requires the marking process to be not only accurate and impartial but also flexible in assessing students' thinking and perspectives.

According to the Ministry of Education and Training , the official answers and grading scales for this year's high school graduation exams will be announced after July 5; the exam results will be announced on the morning of July 16.

According to the regulations, the exam is graded on a 10-point scale, rounded to two decimal places. Each exam is graded in two independent rounds by two examiners from two different grading groups.

In the first round, the examiner is not allowed to score or comment directly on the test. All evaluations are recorded on a separate score sheet. The examiner is responsible for carefully checking the condition of the test – from the number of cards, the number of pages to the blank pages – to cross out and prevent content from being added after the test.

Exam papers with unusual signs such as using two colors of ink, inconsistent handwriting, writing on scratch paper, or incorrect content will be recorded and sent to the team leader for processing.

Round two is held independently, the papers are redrawn and not given to the first round graders. In this round, the examiners are directly scored on the papers and the grading sheet. If there is a difference of 1.5 points or more (except in case of mistaken addition), the papers will be graded in a third round to unify the results.

The scores are then entered into two rounds of dedicated software by two independent teams. This is followed by a software-based backtracking step – linking scores to candidate information – with at least 20% of the papers manually backtracked for comparison.

In particular, the test marking team will randomly re-mark at least 5% of the number of marked exams to ensure the quality of the entire process, avoiding missing the actual ability of the candidates.

This year's exam is the first time it is held for candidates studying the 2018 General Education Program. Candidates take 4 subjects, including 2 compulsory subjects: literature and mathematics; 2 optional subjects from the following subjects: Physics, chemistry, biology, history, geography, economic and legal education, information technology, industrial-oriented technology, agricultural-oriented technology, and foreign languages.

Machine-scored tests: Strict control

Unlike essay tests, multiple-choice tests are graded entirely by machine. This step requires high accuracy, supported by specialized software with strict security and control from the Ministry of Education and Training.

Before marking, the examination councils will check all equipment and software, receive the marking code and test run to ensure a smooth process. The scanned answer sheets will be processed by the software, comparing the registration number and the exam code. Errors such as incorrect shading, blurred shading, and incorrect registration numbers will be checked manually. Any edits must have a confirmation record from relevant staff.

The results of each candidate are saved in parallel on two CDs: One is sent to the Ministry of Education and Training, and the other is kept at the local examination council for comparison. Only when this entire process is completed will the data be entered into the system and officially announced.

In Hanoi, to ensure the smooth marking process in the new context of two-level government, the Department of Education and Training mobilized more than 800 officials and teachers to participate. The marking area is isolated, with 24/7 police protection, surveillance cameras and fire prevention and fighting equipment. Markers are not allowed to bring electronic devices, erasers or any other illegal items into the room.

This year, the exam took place in the context of the transformation of the local government model from three levels to two levels, creating some changes in the coordination of organization. If the exam supervision still took place under the old model (commune, district, province), the exam marking was implemented in the new system (province and grassroots level), posing high requirements for coordination and responsibility, especially in ensuring the rights of candidates.

According to the direction of the Ministry of Education and Training, the marking of exams must be carried out strictly and on schedule, especially in the context of many localities merging administrative units. When the exam questions are renewed, the marking method must also be renewed, ensuring fairness for candidates of both study programs.

According to the plan, localities will simultaneously announce exam scores at 8:00 a.m. on July 16. It is expected that the high school graduation exam will be completed by July 18 at the latest, in time for candidates to complete the procedures to register for university admission in 2025.

During the inspection of exam marking in Ninh Binh province on July 3, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the requirement to strictly implement the "4 on-site" motto: On-site direction, on-site equipment, on-site human resources and on-site logistics.

The Deputy Minister noted that the exam marking process needs to be proactive and clear in terms of information reporting, contact points and responsibilities. The exam marking council must absolutely not force the progress, especially with essay subjects, to avoid causing errors and affecting the exam results of candidates.
