According to the Department of Construction, in April 2025, the City People's Committee issued a plan to implement the Government's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021-2030" in Hue City in 2025 and the period 2026-2030.

According to the city's social housing development plan, the target is to complete about 7,700 apartments by 2030. Of which, about 3,100 apartments will be completed in the 2021-2025 period and about 4,600 apartments in the 2025-2030 period. In 2025 alone, 1,200 social housing apartments will be invested in.

With the goal of promoting to start construction and approving investment policies for independent social housing projects and social housing projects on land funds of 20% of commercial housing projects (NOTM projects) in 2025; start construction and approve investment policies for independent social housing projects and social housing projects on land funds of 20% of NOTTM projects in the period from 2026-2030, ensuring the number of completed apartments over the years according to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister .

In addition, the City People's Committee also directed departments and branches to continue to implement assigned tasks to accelerate the implementation of the project, and at the same time directed investors to urgently implement the construction of independent social housing projects and social housing projects on the 20% land fund of the NOTM projects according to the approved schedule. In case the investor fails to implement, the 20% land fund will be recovered to select and assign to other investors.

Handing over social housing apartments to customers at Ecogarden project

According to the Department of Construction, although many solutions have been implemented to develop social housing, due to many reasons, the implementation results of the project are still slower than the set plan. specifically, the procedure for selecting investors for social housing projects through bidding for land-using projects takes a lot of time. For the group of projects that have been assigned to investors, the preparation work is still slow and prolonged. Some other projects have encountered difficulties in terms of selecting preferential policies according to the old regulations in the Housing Law 2013 and the new regulations in the Housing Law 2023.

Up to now, the City People's Committee has only approved investment for 9 social housing projects that have been and are under construction. Of these, 4 independent social housing projects have been completed, on an area of ​​4.11 hectares of land, with 1,773 apartments. All projects have sold and handed over 1,764 apartments. In addition, there are 5 projects using 20% ​​of the land fund in commercial housing projects and urban areas with a total land area of ​​about 12,282 hectares. Currently, only 1 project is under construction, the remaining projects are in the preparation stage and are completing land allocation procedures.

Mr. Le Van Thanh, Deputy General Director of Cotana Capital Real Estate Investment and Development Joint Stock Company, said: The demand for social housing is currently very high, due to price incentives, meeting the needs of low-income earners and workers in industrial parks who do not have housing. Therefore, investors and businesses hope that the State will continue to research to introduce more preferential policies for people and businesses in the process of accessing and investing in the social housing segment.

Regarding the source of loans for the construction of social housing projects, the State Bank of the city has coordinated with the Department of Construction to promptly provide information when social housing projects are announced and propose amendments to suit the actual implementation. The State Bank of the city and the Department of Construction have also organized a meeting between banks and enterprises that are investors participating in the construction of social housing projects in the area to increase access to capital and promptly remove difficulties and obstacles related to loans for the construction of social housing projects. In the near future, the Department of Construction will coordinate with banks to guide investors in registering to access social housing loans.
