The real estate market in the second quarter of 2025 generally shows no clear signs of improvement.

The Department of Construction has just issued a document reporting to the Ministry of Construction to announce information on housing and the real estate market in the second quarter of 2025. Accordingly, the Department of Construction assessed that the real estate market in the second quarter of 2025 generally did not show any clear signs of improvement. Statistics based on data reported by units and investors show that the number of land and housing transactions in existing residential areas and in real estate projects did not increase compared to the first quarter of 2025.

Recently, although the Government has taken drastic actions to remove legal obstacles for a series of projects, the State Bank has lowered operating interest rates, continuously reduced deposit interest rates to lower lending interest rates...; however, these policies have not really penetrated the real estate market.

According to the Department of Construction, the credit growth rate in the second quarter of 2025 has not shown any positive signs compared to the first quarter of 2025. The capital mobilization channel through corporate bonds has not really recovered.

The volume of housing transactions in existing residential areas and in real estate projects will not increase compared to the first quarter of 2025.

Currently, some real estate projects in the city are still facing some difficulties such as problems in compensation and site clearance, some projects are facing legal problems including determining land prices, calculating land use fees, land allocation procedures, land lease and granting land use right certificates, confirming eligibility to sell future housing; especially difficulties in bank credit capital, corporate bond capital, capital from the stock market and capital mobilized from customers.

In May 2025, the Ministry of Finance issued a document on revising and finalizing the draft principles and solutions expected to remove difficulties and obstacles for a number of backlogged and long-standing projects. Accordingly, the City People's Committee directed departments and branches to study, review and synthesize difficulties and obstacles related to non-budgetary investment projects and propose solutions to remove them.

If the draft principles and solutions to remove difficulties and obstacles for projects are approved by the Government, it will help localities remove difficulties and obstacles for a number of backlogged and prolonged projects, in order to clear capital flows and develop a healthy real estate market...
