Regarding the two-level local government, besides the advantages, localities raised some difficulties and problems in the process of operation, such as: There are no central regulations on the functions, tasks, and organizational structure of the Commune and Ward Political Center; Decree No. 154/2025/ND-CP does not clearly stipulate the enjoyment of the regime in cases where a person is simultaneously holding 2 part-time positions at the commune or ward level or 1 part-time position at the commune or ward level and 1 part-time position in the village or residential group...

Localities suggest that city-level organizations need to strengthen and have specific professional orientations and instructions so that commune and ward-level organizations can gradually approach and implement effectively; have specific instructions from the city on arranging Deputy-level cadres for socio-political organizations; travel expenses for cadres and civil servants (mainly in Binh Dien commune); invest in upgrading some facilities (Kim Tra, Binh Dien)...

At the meeting, members of the Working Group explained and gave specific instructions on a number of related recommendations, and at the same time, requested localities to continue reviewing personnel, hanging Party and national flags, ensuring security and order, focusing on visuality in propaganda, strengthening the fight against and refuting erroneous and hostile viewpoints... before, during and after the Congresses at all levels.

Concluding the meeting, Ms. Pham Thi Minh Hue requested the remaining affiliated Party organizations to complete the organization of the Congress before July 20 as prescribed; communicates and wards to complete documents before July 20 and ensure implementation according to the instructions of the Document Subcommittee; be active in giving comments on documents at higher levels, the content must have highlights and quality; select truly honorable personnel to attend the Congress at higher levels...
