Many new points in the amnesty on the occasion of the 80th anniversary of National Day September 2

HNN.VN - On the afternoon of July 8, the Ministry of Public Security held an online conference to summarize the amnesty work in 2025 (phase 30/4) and implement the President's decision on amnesty in 2025 (phase 2). Recently, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day on April 30, 2025,the President decided to grant amnesty and early release to more than 8,000 prisoners.

Based on the humane tradition of the nation and the lenient policy of the Party and State of Vietnam towards criminals, as well as the results of the implementation of the amnesty work on April 30, 2025 and the actual situation of the execution of prison sentences in the past time, at the request of the Government , on July 3, 2025, President Luong Cuong signed Decision No. 1244 on the second amnesty in 2025, on the occasion of the 80th anniversary of National Day on September 2.

The new point of this amnesty is that the subjects and conditions for amnesty are more expanded. The second new point is related to the classification of emulation considerations; in which the emulation consideration time for each type of crime is extended.

In addition, the criterion of "not seriously affecting security and order" when considering amnesty is also very specifically regulated, serving as a basis for detention facilities under the People's Public Security and People's Army to implement uniformly nationally.

According to the plan, from July 20 to August 2, the interdisciplinary appraisal teams will directly visit units and localities to check and evaluate the dossiers and lists of proposed pardons. After the Standing Committee of the Pardon Advisory Council has compiled the dossiers and lists of eligible and ineligible people, the Advisory Council will meet to review.
