On the afternoon of July 8, the delegation to survey the actual situation of the operation and management of the two-level government of the Dak Lak Provincial People's Committee, led by Comrade Ta Anh Tuan, Chairman of the Provincial People's Committee, conducted a field survey at the People's Committees of Krong Nang commune and Buon Ho ward.
Also in the delegation were representatives from the Departments of Home Affairs, Finance, Construction, Agriculture and Environment, and the Office of the Provincial People's Committee.
Working with key officials of Krong Nang commune and Buon Ho ward, Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan and the working delegation listened to the leaders of the commune People's Committee report on the general situation of activities and operations of the two-level local government since July 1st and recommendations and proposals to the province.
Reporting to the working delegation, the leaders of the People's Committee of Krong Nang commune and Buon Ho ward said: Krong Nang commune was established on the basis of merging the entire natural area and population size of Krong Nang town, Phu Loc commune and Ea Ho of the old Krong Nang district. After the merger, Krong Nang commune has a natural area of about 98.34km2, a population of 9,415 households, with 43,678 people, including 18 ethnic groups living together, of which ethnic minorities account for 30.8%.
Buon Ho Ward was established on the basis of merging the entire natural area and population size of Dat Hieu, An Binh, An Lac, Thien An, Thong Nhat wards and Doan Ket ward of the old Buon Ho town.
After the merger, Buon Ho ward has a natural area of 66.54 km2, with 46 hamlets and residential groups; population size of 62,780 people, including 23 ethnic groups living together, of which ethnic minorities account for 10.4%.
Determining that the operation of a two-level local government is a major and correct decision of the Party and State to better serve the people, since its operation on July 1st until now, the People's Committees of Krong Nang commune and Buon Ho ward have established specialized departments according to regulations; quickly stabilized the organization and apparatus to operate smoothly and effectively.
The People's Committees of communes and wards direct relevant units and departments to proactively receive and hand over tasks, finances, assets, equipment, cadres, civil servants and public employees from the People's Committees of districts and towns to communes and wards, especially transitional tasks, backlog tasks transferred from the district level, difficult and stuck tasks, etc.
In addition, the Party Committee and People's Committee of the commune and ward direct specialized departments, officers, civil servants and public employees to immediately start performing assigned tasks, promote economic and social development, resolve administrative procedures for people and businesses; take care of all aspects of people's lives; ensure security and order in the area...
In particular, Krong Nang commune and Buon Ho ward both arrange the working place of the Public Administration Service Center in a convenient location; fully equipped with facilities, machinery, equipment, information technology, printing and scanning equipment, electronic file management software system, and adequate transmission lines to ensure service.
The staff and civil servants assigned to perform tasks at the center are young, dynamic, good at applying information technology, have communication skills and meet professional qualifications, ensuring the requirements for handling administrative procedures for people and businesses...
Since its inception, the Public Administration Service Center of the commune and ward has operated smoothly, effectively handling administrative procedures for people and businesses.
Of which, from July 1 to 7, the Krong Nang Commune Public Administration Service Center directly received a total of 23 records on the iGate system, of which 10 records were certified copies from the original; 8 records in the civil status sector; 5 records in the land sector; 19 records were received online and received manually when the VBDLIS Land Information System account was not synchronized. Up to now, the total number of records that have returned results is 12 records.
The Buon Ho Ward Public Administration Service Center has focused on handling documents such as construction permits, land records, and business registration according to regulations.
The total number of construction permit applications transferred from the People's Committee of Buon Ho town is 18, of which the Ward People's Committee has resolved 9/18 applications on time and before the deadline; is submitting 3/18 applications to the leaders of the Ward People's Committee; and is processing 6/18 applications.
In addition, the Buon Ho Ward Public Administration Service Center also received 162 administrative procedure files, 98 of which were resolved correctly and before the deadline, and 64 files are still under processing, of which 161 files were received online and one file was received in person.
In addition to the achieved results, the leaders of the two local authorities proposed that the province soon allocate funds for localities to pay benefits to retired officials and civil servants due to the apparatus arrangement according to Decree 178/2024.
The provisional budget allocation for 2025 for provincial and commune-level budget units to pay salaries and salary-related expenses is not clear and specific, and does not provide guidance for commune-level accounting units.
The organization of the accounting apparatus and accountants, especially the lack of specific regulations on which units are responsible for the commune budget, leads to confusion at the commune level in guiding and managing the budget.
For administrative procedures, the civil status software does not allow the exploitation of old data, so issuing copies of birth certificates... is difficult.
The software system sometimes has login errors (VneID account), connection errors; some processing operations are suspended, affecting the progress of administrative procedure settlement.
The assignment and delegation of authority to officers to process records is still limited, the accounts in the system are sometimes not in accordance with their professional functions and tasks, and still need to be changed or adjusted to ensure...
Therefore, the leaders of the People's Committee of Krong Nang commune and Buon Ho ward requested the Provincial People's Committee to direct specialized units to upgrade and optimize specialized software systems to process work records conveniently, quickly and ensure regulations; configure processes, accounts, and forms to ensure compliance with current regulations and promptly update when new regulations are implemented...
Speaking at the meeting, Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan praised the efforts of the Party Committee and authorities of Krong Nang commune and Buon Ho ward in quickly stabilizing the organization and putting the two-level local government model into smooth and effective operation.
Comrade Ta Anh Tuan emphasized: Putting into operation and running the two-level local government is a major and extremely correct policy of the Party and State. Although the initial operation certainly cannot avoid difficulties and problems, the People's Committees of the two localities have quickly stabilized the organization and apparatus, ensuring that the facilities operate effectively, especially the Public Administration Service Center operates smoothly and efficiently, and well handles administrative procedures for people and businesses.
Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan said that according to decentralization and authority, in the coming time, the work and tasks of commune-level authorities will be very heavy, as they both prepare for the Commune Party Congress and focus on socio-economic development.
Therefore, communes and wards need to pay attention to promptly resolving policies and regimes for retired cadres, civil servants, public employees and workers according to Decree 178; speed up the work of eliminating temporary and dilapidated houses for poor households; clear land for projects in the area; care for all aspects of people's lives, especially ethnic minorities; properly resolve administrative procedures for people; focus on ensuring security and order in the area.
Chairman of the Dak Lak Provincial People's Committee Ta Anh Tuan said that in order to effectively implement the above-mentioned issues, the Party Committee, government and departments of the commune need to strengthen solidarity and unity; pay attention to training cadres in both professional expertise and lifestyle ethics; promote digital transformation; innovate working methods, and serve people and businesses in the best way.
For local recommendations and proposals, it is recommended that leaders of communes and wards coordinate with provincial departments and branches to resolve the matter; the resolution must clearly identify the person, the work, and the time for resolution.
