People's Support
Visiting the Public Administration Service Center of Phu Tan Commune and Tan Chau Ward on the occasion of the Provincial National Assembly Delegation meeting with voters in the two localities (July 7), Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairwoman of the Vietnam Fatherland Front Committee of An Giang Province Tran Thi Thanh Huong and Member of the Party Central Committee, Vice Chairwoman of the Vietnam Fatherland Front Central Committee, Chairman of the Central Executive Committee of the Vietnam Farmers' Association Luong Quoc Doan were very happy to see people coming to carry out administrative procedures in order and were satisfied when the civil servants at the center enthusiastically resolved the matters they needed.
Ms. Nguyen Thi Thu, Tan Chau Ward said: “I am very satisfied when the ward staff helped me with the birth registration procedures for my child. The staff here work very professionally, the administrative procedures are quick and easy, no need to wait long. Many things are also resolved online, no need to travel, very convenient for the people...”.
Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Committee of the Vietnam Farmers' Association Luong Quoc Doan learns about the settlement of administrative procedures in Tan Chau ward.
At the Public Administration Service Center of Tan Chau Ward and Phu Tan Commune, every day, over 100 citizens come to perform administrative procedures such as birth registration, marriage registration; certifying copies from originals, signatures, certifying contracts or confirming land origin, confirming land use status... All of these procedures are processed and resolved promptly and effectively for the people.
In practice, communes and wards are not the places to issue policies, nor are they the places to plan long-term development strategies. However, communes and wards are the places that directly bring policies into life, spreading to the people and the business community. Meeting with officials and civil servants at the public administrative service centers in the two localities, comrade Tran Thi Thanh Huong shared: “Implementing the two-level local government, communes and wards increasingly demonstrate the fundamental role of the creative government, the pillar in the lives of rural and urban residents. You have done well, so you need to do even better, helping people in the area to resolve administrative procedures quickly, neatly and quickly. To do that, it is necessary to promote the application of information technology and continue to guide people to implement administrative procedures in the online environment. Continue to put people at the center of administrative procedure reform…”.
Create a solid foundation
Communes and wards are the places that most vividly demonstrate the quality of service of local authorities. “A birth certificate, a certificate of residence… seems simple, but is an important “test” to evaluate the spirit of reform, the dedication of officials and civil servants in particular, and the grassroots government apparatus in general in promoting administrative reform at the grassroots level, especially in implementing the current policy of two-level local government” - Vice Chairman of Tan Chau Ward People's Council Le Van Long affirmed.
In recent times, the promotion of administrative procedure reform at the grassroots level has brought many benefits to the people, such as shortening the gap between the government and the people. Receiving and resolving administrative procedures more effectively, contributing to improving the capacity and responsibility of officials at the grassroots level. “The strong change in State management of society does not come naturally. It is the result of the whole process of administrative modernization, standardization of procedures, strengthening discipline, and above all, changing the mindset from “management” to “service”, “accompanying” the people and businesses” - Mr. Long shared more.
People are very satisfied when coming to Phu Tan commune administrative center to handle administrative procedures.
In order for communes and wards to be the pillars in people's lives, the State first needs to improve the capacity and qualities of cadres and civil servants, such as organizing training courses on skills in handling administrative procedures, applying information technology, communication skills, and professional service attitudes. Improve public ethics and service culture. Cadres must be imbued with the idea of "taking people as the root". They must have a proactive, pioneering, serving and creative mindset. Consider people's satisfaction as a measure of work efficiency. Build a friendly and professional working environment, cadres are always open, listen, wholeheartedly guide and support people, and at the same time strengthen inspection, close supervision, and strictly handle cases of harassment and causing difficulties for people. Only then will communes and wards truly be the foundation of a creative government in implementing a two-level local government.
