Coming to Giang Thanh border commune today, it is easy to see the new appearance of the land that used to be a "lowland" in terms of infrastructure of the province. The concrete roads stretch straight, the school system, medical stations, and central markets have been invested in and built spaciously. On the canals in the fields, irrigation works have been solidified, ensuring irrigation water for production. The national grid and clean water cover most of the hamlets and villages, something that the people here only dared to dream of more than 15 years ago. Mr. Truong Van Bo, residing in Co Quen hamlet, recalls: "More than 15 years ago, the roads were all dirt roads, dusty in the sun and muddy in the rain. The main means of transportation were motorbikes, bicycles or boats. During the flood season, it took a whole morning to get to the commune center. Now, roads are built to each hamlet and village, making travel and trade more convenient."
The above changes are the result of the drastic participation of local authorities along with investment resources from the national target program for socio -economic development in ethnic minority and mountainous areas. Giang Thanh commune has focused on effective implementation and prioritized the completion of essential infrastructure systems. To date, more than 17 rural traffic works have been newly built and upgraded, with a total investment of more than 20.9 billion VND. Thanks to that, over 95% of the roads in the commune have been concreted, making travel and transporting goods more convenient, especially in the rainy season. The rate of households using national grid electricity and clean water is over 98%. Many Khmer households that previously lived in isolation now have access to medical and educational services, and their lives have gradually improved.

Chairman of Giang Thanh Commune People's Committee Ta Hiep said: "The biggest goal of the commune is to improve the quality of life of the people, especially ethnic minorities. Therefore, the commune has proactively reviewed and prioritized investment in essential projects, both serving the people's lives and creating momentum for sustainable socio-economic development."
Leaving the Giang Thanh border area, we went to Can Vam hamlet, Vinh Hoa commune to visit the family of Mrs. Thi Hai (92 years old), one of the households that has just received support to build a house from the national target program for socio-economic development in ethnic minority and mountainous areas. Mrs. Hai welcomed us with a gentle smile, her eyes filled with emotion. For many years, she has lived in a dilapidated thatched house, exposed to rain and wind, her main source of income is the support from her son who works for hire. Understanding Mrs. Hai's lonely and difficult circumstances, the People's Committee of Vinh Hoa commune has allocated funds from the national target program to support the construction of the house. The house has an area of 36m2 , with a total construction cost of 75 million VND, and is solidly designed, ensuring safety and suitable for the living conditions of the elderly.
At the house handover ceremony for Mrs. Hai, the Department of Ethnic Minorities and Religions presented additional gifts including rice, necessities and household items, worth more than 3 million VND in total. The gift, although not large, was enough to warm the heart of an old woman who had spent most of her life in hardship and struggle. Sitting in her new house, Mrs. Hai shared: “Now that I am old, I am very happy to live in such a solid house. I thank the Party and the State for helping my long-standing dream come true.”
Director of the Department of Ethnic Minorities and Religions Danh Phuc said that implementing the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025, the province has been allocated a total budget of more than 658 billion VND. This is a very important resource to promote the development of areas with a large Khmer population. The program focuses on key groups of contents, such as: Investing in developing essential infrastructure, supporting production development, livelihood transformation, creating sustainable livelihoods; supporting residential land, housing, and domestic water; improving the qualityof education - training and health care for people.
Mrs. Thi Son's family, residing in Giong Rieng commune, earns over 400 million VND per year from pig farming.
Thanks to investment, the infrastructure in ethnic minority communes in the province has seen many positive changes. The rural transportation system has been significantly improved, the national grid has been widely covered. The irrigation system serving production and daily life has gradually been completed. "The program has contributed to changing the face of the countryside, improving the quality of life, creating a strong belief among the Khmer people in the policies of the Party and the State. Thereby, strengthening the great national unity bloc, maintaining political stability, ensuring security and order in border areas and ethnic minority areas" - Director of the Department of Ethnic Minorities and Religion Danh Phuc emphasized.
