Dodge the garbage truck!
The side of the high-rise building at 432-434 Nguyen Thi Minh Khai Street, Ban Co Ward, has long been "occupied" as a garbage transfer point. Garbage collection carts are lying haphazardly on the sidewalks and on the road, and water from the trash cans flows down, giving off an unpleasant smell to passersby. SGGP Newspaper has reported this many times, but the situation has not improved. Recently, around noon, there were about 6 garbage carts lying on the sidewalks and on the road with many types of garbage that were displayed by sanitation workers for sorting, looking very dirty and polluted.

Near the intersection of Nguyen Dinh Chieu - Tran Quoc Thao (Xuan Hoa ward), there are often 5-7 garbage collection vehicles blocking the way. Mr. Tran Van Son, a motorbike taxi driver in this area, said: "I see that it is very difficult for pedestrians to pass through this area. Many people have to walk close to the road to avoid garbage trucks. If they are not careful, they can easily fall. Seeing garbage trucks parked here is really offensive and destroys the urban beauty."
At the intersection of Nguyen Du and Cach Mang Thang Tam streets (Ben Thanh ward), garbage trucks often occupy part of the roadway. An employee of District 1 Public Service Company Limited said that garbage trucks park here for convenience in transporting them to the treatment site.
At the intersection of Le Thi Hong Gam - Calmette (Ben Thanh ward), many garbage trucks were gathered. The trucks were covered in black mud, even household garbage that had been loaded onto the trucks was still scattered. Many residents here said that the number of garbage trucks gathered here not only hindered traffic but also polluted the environment, always giving off a very unpleasant smell.
Meanwhile, on Ham Nghi Street (Sai Gon Ward) on the morning of July 4, there were 2 garbage collection points along the route, each with 3-4 vehicles on the sidewalk and on the road. At noon the same day, the reporter contacted the People's Committee of Sai Gon Ward to report the situation of garbage trucks encroaching on the road and sidewalk on Ham Nghi Street. Immediately after receiving the information, the ward leaders conducted an inspection and requested the garbage collection unit to clean up and move to another location. However, on the morning of July 5, we went to record at this point, the garbage trucks were still gathering on the road.
Lack of proper planning
Speaking to reporters, Mr. Huynh Van Tam, Chairman of the People's Committee of Vuon Lai Ward, said that the ward has noted the reflection of Sai Gon Giai Phong Newspaper, and will conduct an inspection and rectification. Similarly, the People's Committee of Ban Co Ward also noted the incident and will inspect and handle it.
According to the representative of the People's Committee of Saigon Ward, the ward will direct the arrangement of garbage trucks and regular cleaning after work, ensuring that people walking are not obstructed. At the same time, the ward will also regularly remind the collection unit and receive feedback from people to ensure environmental sanitation.
However, the handling of the problem by the ward authorities is "hot-handed", the important thing is to have a fundamental plan to protect the environment and urban beauty. According to the representative of District 1 Public Service Company Limited, people do not throw garbage at the same time, each person throws it at a different time, so the garbage collection vehicles (handcarts) have to park on the streets. Even the staff must always be on duty to serve the collection of garbage that suddenly arises from the people.
Mr. Nguyen Minh Thong, Deputy Director of District 10 Public Service Company Limited, also said that because the area does not have a garbage transfer station, garbage from households, markets, etc. is collected at meeting points along some roads and is approved by local authorities.
“Parking in these locations is generally not suitable, but the company currently does not have land to build a centralized parking lot for vehicles. The solution in the future depends on the planning of the city and locality,” Mr. Thong explained.
Meanwhile, Mr. Nguyen Tran Nguyen, Deputy Director of District 3 Public Service Company Limited, explained: "The company has also proposed to test the use of some points on the sidewalk to build garbage collection points that meet technical requirements, plant trees, fence, build drainage systems... However, the project has not been approved yet."

Central districts have many small alleys that large garbage trucks cannot enter. Therefore, collection units are forced to use handcarts to collect garbage from households to temporary collection points. These collection points are usually permitted by the local authorities. If the collection unit ensures environmental sanitation both before and after collecting and transporting garbage, it can be understood.
However, if environmental hygiene is not ensured, the authorities must intervene to handle it. Meanwhile, the act of encroaching on the roadside to make a parking space for garbage collection vehicles is against the regulations, the authorities need to have a solution to handle it.
