Cultural industrial centers are considered for exemption and reduction of land and water surface rent.

On the morning of July 10, with a very high approval rate, the Resolution regulating the organization and operation of cultural industry centers in Hanoi (implementing Clause 7, Article 21 of the Capital Law) was passed by the City People's Council.

Accordingly, the City People's Committee is the competent authority to decide on the establishment of cultural industrial centers.

According to the Resolution, preferential policies and investment support for the development of cultural industrial centers include: The city prioritizes planning and land allocation; prioritizes capital allocation for construction, renovation, repair, and upgrading of cultural industrial infrastructure; mobilizes resources to implement projects to develop cultural industrial centers for assignment, franchise, or lease. Prioritizes consideration of converting the use of public property projects into new cultural creative spaces to develop cultural industrial centers.

Cultural industrial centers, enterprises, organizations and individuals producing and trading in cultural industrial centers enjoy preferential policies for new investment projects in cultural industries as prescribed in Point a, Clause 1 and Clause 2, Article 43 of the Law on the Capital.

Cultural industrial centers are considered for exemption or reduction of land and water surface rent according to regulations in Clause 2, Article 43 of the Law on the Capital or exemption of land rent according to regulations of law on policies to encourage socialization.

In case of renting public property to establish a cultural industrial center according to the provisions of this Resolution, investors are considered to deduct land rent according to the provisions of law from the construction rent in case the construction rent includes land rent; are exempted from construction rent for a maximum period of 3 years in the first year of establishment, and receive a 50% reduction in construction rent for a maximum period of 3 subsequent years.

Enterprises, organizations and individuals producing, trading and providing services in cultural industrial centers also enjoy the following incentives and support:

The city budget supports funding for participation in the city's investment, trade and tourism promotion programs; supports promotion and communication of cultural industrial centers, cultural products and services; supports training and fostering high-quality human resources in cultural industries; supports creative startups through sponsorship programs and business incubators implemented according to city regulations. Supports 100% of consulting costs and intellectual property registration fees for technology and cultural products, but not exceeding 50 million VND/intellectual property registration file.

Cultural and artistic events and activities in the cultural industrial center are supported: 100% of the cost of promoting and communicating about cultural and artistic events and activities on the city's media and communications; support up to 40% of the cost of organizing and producing programs but not exceeding 200 million VND for an event or activity with special cultural and artistic value or important in preserving and promoting the cultural values ​​of the capital or having a positive impact on promoting the image, culture and people of the capital and the country to the international community; support in providing information to serve the activities of enterprises, organizations and individuals; support in preparing documents and handling administrative procedures related to investment, construction, production, business, intellectual property rights, organizing events, cultural and artistic activities, etc.
