On June 30, Vietnam Social Security informed that when the two-tier local government model officially operates nationwide from July 1, 2025, many people, especially pensioners and health insurance card holders in the merged areas, expressed their interest in enjoying benefits.
Accordingly, the representative of the Finance and Accounting Department (Vietnam Social Security) affirmed that the payment of pensions and social insurance benefits in July for more than 3.3 million beneficiaries nationwide will be fully and promptly implemented in accordance with regulations.
Specifically, for beneficiaries receiving money via bank accounts (accounting for 81% of the total number of beneficiaries), the Social Insurance agency will start transferring money from July 2, 2025. For beneficiaries receiving cash, the Social Insurance has proactively worked with the Vietnam Post Corporation to develop flexible payment plans that are suitable for the new administrative model. Currently, the Vietnam Post Corporation has fully deployed staff and updated the list of beneficiaries at 3,321 commune-level units nationwide. Flexible payment methods such as receiving cash at payment points or paying at home (for the elderly, sick, or those with difficulty traveling) will be maintained, ensuring that no one is affected.
In addition, the Social Insurance has issued Official Letter No. 1334/BHXH-CSYT directing the Social Insurance of the regions to focus on implementing key solutions to ensure that health insurance benefits are not affected. Accordingly, people will continue to use the issued health insurance cards to go to the hospital for medical examination and treatment in accordance with the regime. Medical facilities are required to coordinate and accept old health insurance cards, even if the information on the address and place of initial medical examination and treatment registration has not been updated according to the new administrative unit. This is an important solution to create maximum convenience for patients.
To ensure financial operations for hospitals, the Social Insurance of the regions is required to urgently coordinate with medical examination and treatment facilities to finalize data, settle medical examination and treatment costs under health insurance for the second quarter and make advance payments for the third quarter in accordance with regulations.
In addition, Vietnam Social Security has requested local Departments of Health to ensure the necessary legal conditions so that the Social Security Agency and reorganized medical facilities (merged, newly established) can quickly sign contracts or appendices to health insurance medical examination and treatment contracts. This is to ensure the continuity of the contract and help medical facilities stabilize their operations and serve patients.
In addition, the Social Insurance of the regions will assign specialized staff to closely coordinate with the medical facilities under the arrangement to promptly resolve any problems, ensuring that health insurance participants enjoy their benefits in the most convenient way.
