Many localities are slow to disburse capital for road maintenance.

(Chinhphu.vn) - The Vietnam Road Administration (Ministry of Construction) has just sent a document to the Departments of Construction in charge of national highway management and Road Management Zones I, II, III, IV requesting to speed up the implementation of the national highway system maintenance plan in 2025.

The implementation of the national highway maintenance plan is currently very slow, many units have low disbursement rates or have not disbursed yet.

According to the Vietnam Road Administration, the current implementation progress is slow, not meeting requirements, some units have very low disbursement rates, many projects have not completed construction drawing design procedures, and have not selected construction contractors, seriously affecting the overall progress of the entire industry.

Faced with that situation, the Vietnam Road Administration criticized the Road Management Areas and the Department of Construction of localities for being slow in implementing and disbursing maintenance plans.

Road maintenance disbursement progress is very low

The list compiled by this agency includes 35 provinces, cities and units such as: Hoa Binh, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan , Thai Nguyen, Quang Ninh, Hung Yen, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Thanh Hoa, Nghe An, Ha Tinh;

Quang Binh, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Dak Lak, Dak Nong, Lam Dong, Binh Thuan, Binh Phuoc, Hau Giang, An Giang , Tay Ninh; Road Management Areas II, III and Project Management Board 4.

The Department of Roads requires units to urgently develop detailed plans in June and July 2025 to overcome the slow progress, in which priority is given to signing contracts, implementing construction and disbursing funds for new repair projects in June.

Units must proactively adjust disbursement plans to match actual progress, ensure full use of allocated capital, and timely and maximum disbursement according to monthly completed volume, contributing to resolving financial difficulties for contractors.

The Department assigns the Deputy Directors in charge of the area to be responsible for closely directing, strictly controlling progress, promptly handling difficulties and problems, and reporting and proposing to the Director appropriate forms of handling for Departments of Construction that do not complete their tasks.

For violating units, the Department will send documents to the Provincial People's Committee to request drastic direction, and at the same time consider and evaluate the level of task completion of related units and individuals. Particularly for Road Management Areas and Project Management Boards, the Vietnam Road Administration clearly stated: It will consider transferring the investor's tasks if the progress continues to be slow.

Do not act on behalf of the investor

The Department of Roads emphasized that since the beginning of 2025, the Department has strongly directed units to accelerate the completion of investment procedures and promptly implement project construction in the first months of the year.

In particular, the Department implements the policy of innovating the management of periodic repair projects, not acting as the investor, but focusing on the role of state management, supervision, inspection and properly performing the functions of the investment decision maker.

This agency also strengthens the supervision of the subjects participating in project implementation, especially the management of construction quality and bidding. Advisory agencies need to perform their tasks in a unified, focused, and clear manner in terms of responsibilities, minimizing the situation of stagnation and shirking.
