Two-tier government model operates smoothly after 3 days of merger

“During the implementation process, central and local agencies promptly grasped and synthesized difficulties and problems from localities and bases to guide solutions,” said Deputy Minister Nguyen Thi Ha.

According to the Deputy Minister of Home Affairs , the Government's decrees have fully stipulated the accompanying administrative procedures, clarifying the authority, dossier components, time, costs, and administrative forms to facilitate people and businesses to access and implement immediately from July 1. Based on the direction and guidance of central agencies, the Standing Committees of provinces and cities have issued plans to deploy the organization of a pilot operation of the 2-level local government model and directed agencies, units, and localities to prepare the necessary conditions, especially the application of information technology, digital transformation, and coordination of data to ensure completeness and accuracy.

"The trial operation was carried out in most commune-level administrative units for a certain period of time and achieved some positive results," said Deputy Minister Nguyen Thi Ha.

Deputy Minister Nguyen Thi Ha commented that the staff and civil servants immediately access the tasks and powers that must be implemented; at the same time, operate and process work in the electronic environment through the provincial and municipal online conference system; the party and government document management system software; the reporting information system... These are great and fundamental advantages when operating the 2-level local government organization model.

However, the Deputy Minister of Home Affairs also said that in the early days of organizing two-level local government, in addition to implementing administrative procedures in a continuous - flexible - convenient - and correct manner, to ensure the rights and create trust for people and businesses, in reality, there are still certain difficulties that many localities encounter, especially during the period of reorganizing the apparatus.

In particular, the staff and civil servants assigned and arranged in some new agencies need a certain amount of time to get used to it, especially the local government at the commune level (new) with new organizational structure, functions, tasks, and powers, completely changing the organization and operation methods, and the way of handling work according to the new model, so initially some places are still confused in implementation.

The scale of the new commune-level administrative unit has increased significantly (both in terms of area and population), so the number of people coming to carry out administrative procedures in a new commune-level administrative unit after the arrangement has increased, leading to a large number of documents being received. Therefore, the reception of documents and the return of results to people and businesses in the early stages at some commune levels, especially wards in large cities, still have some problems and difficulties, and the work pressure is very high, especially the deadline for returning results of administrative procedures to people and businesses.

In addition, the facilities of some localities after the rearrangement are still limited, leading to the inability to immediately arrange facilities to serve the settlement of administrative procedures at the Public Administration Service Center of the new commune-level administrative unit; many officials and civil servants live far from their workplace, so the arrangement of meals and accommodation is initially difficult, and it takes time to stabilize their lives and work. "Although there are still difficulties, with the strong direction of the central government and the efforts of the locality, the above issues are often gradually resolved in a flexible manner and provide maximum support for people and businesses," Deputy Minister Nguyen Thi Ha shared.

At the press conference, Minister and Head of the Government Office Tran Van Son added that on the third day, the public administration centers in both provinces and communes were operating smoothly, people and businesses received their applications, and some applications were processed directly. On the first day, 43% of applications were received in person, 57% were processed online. On July 2, there were 38,000 applications, of which 59% were online. Updated to 4:00 p.m. on July 3, there were over 40,000 applications, of which 53% were online.
