Two-level government in Lao Cai: Close to the people, close to the work

After the reorganization of administrative units and the implementation of the two-level government model, the province's administrative apparatus has had many positive changes. Grassroots governments in many localities not only operate effectively but are also close to the people, close to the groundswells, resolve work quickly and transparently, increasing people's satisfaction.

In Yen Bai ward, the decentralization and assignment of more authority to the communal level has brought many conveniences to the people. It was noted that in the first days after the merger, from early morning at the ward's Public Administration Service Center, a large number of people came to do administrative procedures. Despite the large volume of work, the documents were received and processed quickly, without making people wait long.

"Previously, the documents had to be transferred to many levels, so we had to wait quite a long time. Now the ward handles it all at once, so we don't have to go back and forth many times. The staff here are also very enthusiastic and friendly" - Mr. Nguyen Van Tinh, a resident of Yen Bai ward.

According to the leader of Yen Bai Ward People's Committee, after implementing the two-level government model, the locality was assigned more authority to handle administrative procedures. Specialized departments were also strengthened with human resources, invested in equipment and promoted the application of information technology. Thanks to that, work processing efficiency was improved, time and costs for people were significantly reduced.

Not only in central wards, the two-tier government model has also created clear changes in mountainous and remote areas. Streamlining the intermediate level and cutting down on management units has placed new requirements on capacity and sense of responsibility on groundswells cadres. Many localities have proactively arranged young cadres and cadres from ethnic regions to key positions, contributing to renewing the administrative apparatus and increasing closeness to and understanding of the people.

Mr. Truong Manh Cuong - Vice Chairman of the People's Committee, Director of the Hanh Phuc Commune Public Administration Service Center said: "Previously, many things had to wait for instructions or handling from superiors, causing time to drag on, and people were also impatient. Since the commune has been clearly decentralized, officials have had to be more proactive and more responsible. For us now, every file and every question from the people is urgent, needs to be resolved thoroughly, transparently and cannot be avoided. Thanks to that, people's trust in the government has also grown day by day."

Along with the consolidation of the apparatus, the commune-level government in the province has basically completed the digitalization of the process of receiving and handling administrative procedures. Officials and civil servants are trained in information technology, citizen reception skills, and skills in handling real-life situations. Thanks to that, service capacity is improved, the processing process is more transparent, contributing to increasing people's trust in the groundswell government.

Notably, the model transformation also created a clear change in administrative thinking from "management" to "service". Many highland communes such as Ta Xi Lang, Tram Tau, Mu Cang Chai, Lao Chai - where many ethnic areas live - have proactively sent cadres who know ethnic languages ​​​​to villages to propagate laws, support people in making identification cards, land documents, household citizen registration procedures... Thanks to the approach of working close to the people, the government has continued to build solid trust from the groundswell.

Ms. Giang Thi Du, a resident of Lao Chai commune, shared: "In the past, we were afraid to go to the office to do paperwork because it was far away and we did not understand the process. Now, commune officials come to our house, speak in Mong, explain in detail, and even help us do it for free. People are very happy, seeing that the government is close and truly cares."

Not only in the administrative field, the implementation of the two-level government model also contributes to improving the effectiveness of state management in many fields such as land, construction, urban order, etc. Many violations are handled promptly, there is no longer a situation of shifting responsibility between levels as before. Thereby, contributes to raising people's awareness of law compliance, maintaining order and discipline at the groundswell level.

To continue promoting the effectiveness of the two-level government model, in the coming time, the province will focus on perfecting the institutions, perfecting the organizational apparatus and investing in synchronous technical infrastructure from the province to the commune. The focus is on improving the quality of the staff, promoting decentralization and delegation of power in accordance with the practical conditions of each locality. At the same time, strengthen inspection and supervision to ensure that administrative activities are carried out in accordance with regulations, with due responsibilities and on time.

The province also sets a goal that in the shortest time, all communes in the area will be qualified to handle 90% of administrative procedures of the people right at the locality, contributing to building a professional service government, taking people's satisfaction as a measure.

It can be affirmed that bringing the government closer to the people not only helps save time and travel costs but also creates a profound change in the relationship between the government and the people. The two-level government model is gradually proving its obvious effectiveness, suitable for the practical conditions of Lao Cai, and at the same time opening up a new direction for administrative reform, digital transformation and sustainable development in the new period.
