Policy for young people under 35 years old to buy social housing
The State Bank of Vietnam has issued an official notice via document No. 5312/NHNN-CSTT, issued on June 24, 2025, on preferential interest rate policy for loans to buy social housing for young people under 35 years old.
Accordingly, the interest rate applied from July 1, 2025 to December 31, 2025 is set at 5.9%/year, 2% lower than the average medium and long-term interest rate in VND of four state-owned commercial banks including Agribank , BIDV, Vietcombank and Vietinbank in the first 5 years of borrowing, calculated from the first disbursement date.
After this 5-year period, the interest rate will decrease by 1% compared to the average of the above banks in the next 10 years.
Interest rates for social housing projects, worker housing and renovation and reconstruction of old apartments
Along with that, Document No. 5313/NHNN-CSTT was also issued on the same day, regulating loan interest rates for social housing projects, worker housing projects and renovation and reconstruction of old apartments according to Resolution 33/NQ-CP.
Specifically, home buyers in these projects will enjoy an interest rate of 5.9% per year, while project investors will receive an interest rate of 6.4% per year, both applied in the period from July 1, 2025 to December 31, 2025.
There are 9 banks participating in this preferential credit program, including Agribank, ViettinBank, Vietcombank, BIDV , HDBank, VPBank, Techcombank, TPBank and MB. The program aims to create conditions for young people under 35 years old, a group of people with high housing needs but limited finances, to access social housing projects.
Lawyer Truong Anh Tuan, Head of the Legal Department of the Vietnam Real Estate Association, assessed that the age of 35 is reasonable for support, because this is the transition period between the need for family stability and low financial capacity. He said that people under 30 years old often focus on studying and accumulating experience, while people over 40-50 years old have better conditions to own a house, making the group under 35 years old a priority.
This policy is expected to boost the social housing market, especially in the context of increasing housing demand for young people, while supporting sustainable development projects in line with the Government's direction.
