On July 1, the two-level local government model officially came into operation. This is a historic step in the organization of local governments towards streamlining, operating effectively and efficiently, serving the people better in the era of national development.
On the first working day of the new administrative apparatus, the atmosphere at the Public Administration Service Centers (PASCs) was more bustling than usual. Very early, cadres, civil servants and public employees (CB.CC-VC) were present with a ready attitude. There were quite a lot of people coming to do paperwork and procedures. Everyone joined in the new journey, with a new attitude and also full of expectations.

Dedicated to serving the people
At the reception counters of the Tra Vinh Ward Public Security Center, the friendly smiles and professional service attitude of the reception staff seem to dispel people's worries about changes in procedures after the merger. The information technology system and administrative management software are integrated synchronously, helping to quickly process records from many locations.
Mr. Ngo Hoai Thanh - Officer receiving documents of Tra Vinh ward shared: “We are very proud that we have served the people better. In the new period, we always aim to serve the people to the best satisfaction. I always remind myself to constantly study, improve my knowledge, grasp documents and instructions to serve the people best. Especially, I am aware of maintaining a gentle attitude, wholeheartedly serving the people, and completing assigned tasks well”.
Arriving at the center early to complete the procedures for adjusting CCCD information, Mr. Diep Tan Dat (Hamlet 3, Tra Vinh Ward) excitedly said: "The center's staff work very dedicatedly and thoughtfully. Especially the service attitude is enthusiastic, cheerful, and close to the people".
Happy to leave when the insurance application was processed quickly, neatly and according to the correct procedures, Mr. Cao Thanh Dang said: "I did not expect you guys to do your job so well. Working in a close, friendly spirit and achieving the best results for the people."
According to Chairman of Tra Vinh Ward People's Committee Nguyen Van Binh, the Ward People's Committee has proactively prepared and implemented quite thoughtful steps to serve the people right from the first day of implementing the 2-level local government. Specifically, it has completed the arrangement of personnel, assignment of tasks to each department, center... for each civil servant, public employee, and employee in accordance with the field of responsibility.
"We were trained and guided by provincial departments on the process of receiving and handling administrative procedures (AP) to ensure that the receiving and implementing process is smooth and uninterrupted," said Mr. Nguyen Van Binh.
At the Public Administration Center of Chau Thanh Commune, activities to resolve administrative procedures for people are ensured according to plan. Ms. To Thi Thu Van - Vice Chairman of the Commune People's Committee and Director of the Center said that in the morning, the public administration system still had some minor problems but they have now been resolved well, ensuring the rights of people when coming to work.
The Center has thoroughly instructed the staff to perform their duties in the right professional manner, in the spirit of serving the people best. In particular, it has assigned staff in charge of receiving and recording documents if people have a need. "We uphold the spirit of serving the people warmly, welcoming them enthusiastically and completing procedures well and effectively for the people" - Ms. To Thi Thu Van said.
As the central area of Vinh Long province, Long Chau ward has many provincial administrative agencies, a large population and strong business activities. In the morning alone, more than 200 people came to carry out administrative procedures related to business licenses, issuing copies of extracts, resolving policies related to labor, war invalids and social affairs...
Coming to complete the procedures to receive the funeral expenses for his mother, Mr. Nguyen Cong Thanh from Long Chau ward shared: “I am excited because the application was processed quickly. The staff receiving the application gave enthusiastic instructions so that the family could fully enjoy the regime. I hope the new local government model will continue to operate effectively so that people can have more convenience.”
Ms. Nguyen Thi Kim Quyen - Specialist of the center said: "All documents and procedures of the people are guided and resolved promptly. In the coming time, I will continue to make efforts to resolve administrative procedures for the people faster. I also hope to continue to receive technical support to operate more smoothly and effectively".
According to Mr. Le Hoang Nam - Vice Chairman of Long Chau Ward People's Committee and Director of the center, to better serve the people, the ward has invested in upgrading the space for receiving documents, equipped with more computers, and at the same time, improved the staff, trained in professional skills and citizen reception skills. The ward also coordinated with telecommunications units to stably operate electronic administrative software, provide technical support, and be ready to handle situations arising in the initial stages of operation.
Fast, simple, dedicated
At the beginning of the administrative hours at the Phuoc My Trung Commune Public Security Center, the first working day after the official operation of the 2-level local government apparatus took place in an urgent and active working atmosphere in the activities of the new Party Committees and authorities. Accordingly, all the civil servants and public employees were present early, happily greeting and exchanging work with each other. All had a spirit of solidarity and friendliness because from now on they will work together under the same roof, with the determination to serve the people well.
According to the assessment of people who came to contact the commune's Public Service Center to resolve administrative procedures on the morning of July 1, the service for the people here was carried out quickly, simply, and enthusiastically. Ms. Nguyen Thi Kieu Trang shared: "This morning, I went to the commune's Public Service Center to make a CCCD. The staff gave me very enthusiastic, specific, and clear instructions on what to do."
Mr. Bui Tan Duy - Deputy Director of the information center: "With the advantage of accessing the facilities of the old district's file receiving and returning department to make the commune's TT.PVHHC, on the morning of July 1, more than 20 files were received from people and more than 60 people were guided to contact the contents of CCCD, land... Carrying out the task of resolving administrative procedures for people and businesses regardless of administrative boundaries, all officers, civil servants and employees of the commune center are dedicated, devoted, and enthusiastic in helping people and businesses, wholeheartedly serving to resolve administrative procedures without causing trouble for people and businesses".
According to Ms. Pham Thi Thanh Thao - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Phuoc My Trung commune, with the general policy of implementing a 2-level local government with people as the center, the locality has made efforts to ensure the preparation of facilities, human resources, techniques, infrastructure, information technology... The Party Committee and the People's Committee of the commune pay attention to leading the team of civil servants, public employees, especially the team at the Center for Public Administration of Public Works, showing full responsibility; proposing directions and solutions to promptly handle initial difficulties.
In Cai Ngang commune, from early morning, the working atmosphere was lively and exciting. At around 6:30, the commune's staff were present early and ready for the meaningful "first" working day. Arranging the new desk neatly and tidily, Ms. Nguyen Thi Kim Tuyen - Deputy Chief of the Office of the Cai Ngang Commune Party Committee said that she used to work in the office, so when she came to take up the task at the Commune Party Committee, she had many advantages.
“I will always strive and be determined to complete my work well, to contribute to the common goal of serving the people better, building the locality to become more developed and progressive,” Ms. Tuyen shared.
On the day of operating the new local government apparatus, the civil servants and public employees of Cai Ngang commune, in their office uniforms, excitedly started the machines, settled into their positions to welcome and serve citizens more promptly and effectively, and did not forget to encourage each other, exchange smiles and best wishes for this important working day.
In charge of administrative procedure control, Mr. Nguyen Minh Tuyen said: He has mentally prepared himself to "get everything done", now he only focuses on serving the people better. "Although the new task is completely different from before, I will continue to learn, approach, equip myself with new knowledge as well as improve my professional expertise to complete my current job well" - Mr. Tuyen said.
Hearing the news that the 2-level local government model will officially operate on July 1, Mr. Nguyen Thanh Hai eagerly went to the Cai Ngang Commune Public Service Center to complete the procedures for issuing and exchanging land documents. Here, Mr. Hai was enthusiastically processed and guided to the next steps. “Before coming here, I thought that the new local government would be operational, the procedures would be processed quickly, shortening the time, and people would not have to wait. Indeed, it was exactly as I thought,” said Mr. Hai.

Thanks to the initiative in organizing, arranging people, facilities, and data, the operation was basically smooth. Up to now, the official day of operation has met the requirements.

The first working day of the new Vinh Long province marked a strong shift in administrative reform, with the goal of taking people and businesses as the center of service.
