Building digital capacity for students through digital citizenship skills education

Do not overload schools

In the recent guidelines for implementing the digital competency framework for high school students and continuing education students of the Ministry of Education and Training, the implementation must ensure suitability and practicality, the implementation process must be carried out step by step, with a synchronous roadmap, ensuring feasibility. In particular, the implementation must not change or overload the curriculum.

In the implementation, information technology plays a key role, providing basic knowledge and a system of core digital skills for students; other subjects andeducational activities create an environment for students to apply digital skills in practice, thereby consolidating and developing their capacity comprehensively.

In fact, in Ho Chi Minh City, the formation of digital capacity for students has been of interest to the education sector early, aiming to help form and develop 5 components of information technology capacity for students. Specifically, including: using and managing information and communication technology; behaving appropriately in the digital environment; solving problems with the support of information and communication technology; applying information and communication technology in learning and self-study; collaborating in the digital environment through content topics.

According to Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, the content of digital citizenship education for primary school students is implemented by the locality through the general education program of Information Technology and the content is determined based on the digital competency framework for primary school students. These contents are suitable for the psychological characteristics, cognitive development level of primary school students and school conditions; ensure the goals and requirements of related subjects/educational activities, promote the organization of integrated teaching and learning, STEM education; at the same time, do not cause pressure or overload for students and teachers.

“The content of digital citizenship education when implemented is included in the school education plan by all schools, in accordance with the specific conditions of each unit and the reality of the locality. Depending on the conditions and characteristics of each school, the units have chosen a reasonable form of implementation, creating efficiency and enhancing consensus from the team, parents, students…”, Mr. Quoc said.

Help students develop thinking and creativity

After the pilot period, from the 2024-2025 school year, digital citizenship education for primary school students has been widely implemented by educational institutions in Ho Chi Minh City through 4 forms: teaching Information Technology according to the 2018 General Education Program; integrating digital citizenship education in teaching subjects and educational activities; teaching and learning to enhance digital citizenship education; organizing digital citizenship education clubs.

As a unit selected for the pilot program from the 2023-2024 school year, Ms. Phan Thi Chau - Principal of Luong The Vinh Primary School (Thong Tay Hoi Ward, Ho Chi Minh City) commented that, in fact, helping students have basic skills in using technology and communication safely and properly will help them avoid online risks and dangers. Equipping students with skills also helps them develop multidimensional thinking and creativity necessary in the digital age.

Mr. Nguyen Bao Quoc emphasized: “At primary school age, children have begun to explore and use information technology, so educating digital citizenship skills for primary school students is of particular importance. Through this, students will acquire basic skills in using information and communication technology safely and properly, helping them avoid online risks and dangers. In addition, the program will also help students develop multidimensional thinking and develop necessary creative skills in the digital age.”

Ms. Nguyen Thi Kim Huong - Principal of Phu Tho Primary School (Phu Tho Ward, Ho Chi Minh City) said that the school chose to integrate digital citizenship skills education into subjects and educational activities in all grades. This approach has brought new colors to the lessons.

“If students at this age are properly educated in digital citizenship skills, they will stay away from dangers in the online world,” Ms. Huong emphasized.

Ms. Le Thi Kieu Nhi - homeroom teacher of grade 1, Phan Van Tri Primary School (Cau Ong Lanh Ward, Ho Chi Minh City) said that students and parents are very excited about the lessons using smart devices. For grade 1 students, digital citizenship education mainly stops at helping them get familiar with basic operations on computers.

“When integrating digital citizenship skills education right into the classroom, students can interact with devices, communicate with friends and teachers, have more ideas and be much more excited,” Ms. Nhi shared.
