Mr. Thai Van Thanh, Director of Nghe An Departmentof Education and Training, said that the unit has sent a document of instructions to the People's Committees at the commune level on the authority and responsibility of state management in the field of education after implementing the 2-level local government model (province, commune).
The People's Committee at the commune level is assigned to comprehensively perform the function of state management of education in the area, including 3 levels: Preschool, Primary and Secondary.
In particular, the Chairman of the Commune People's Committee is the person who directly directs, organizes and inspects educational activities, and is responsible to the Provincial People's Committee and the Department of Education and Training for the effectiveness of management and quality of education in the locality.

The Chairman of the Commune People's Committee has the right to establish and approve educational development plans, organize the implementation of projects and policies after they are approved. At the same time, he has the right to decide on land use planning, investment in construction, renovation of school facilities, and mobilization of social resources for education.
In addition, the Commune Chairman is allowed to establish, permit the operation, suspend or dissolve preschool, primary and secondary schools (except for ethnic boarding secondary schools). Enrollment, school quality assessment, and construction of schools that meet national standards are also within the management scope of the head of the Commune People's Committee.
Regarding finance, the Chairman of the Commune People's Committee has the right to allocate the budget, approve the final accounts and inspect the finances of schools in the area. At the same time, implement policies on tuition exemption and reduction, and support for students' learning costs in accordance with regulations.
In addition, the Chairman of the Commune People's Committee is also responsible for managing the team of teachers, management staff and employees at public educational institutions. Responsible for proposing staffing needs, coordinating with the education sector in recruiting, arranging, using and implementing policies for teachers.
In the field of inspection and examination, the Chairman of the Commune People's Committee is assigned the right to organize the inspection of law compliance at schools; resolve complaints and denunciations; handle administrative violations in education; evaluate quality assurance conditions and inspect the management of teachers, officers and employees at schools.
The commune chairman is also the person who directs the application of information technology, promotes digital transformation, updates educational data to the national system and carries out administrative reforms in the local education sector.
“Currently, students are still studying normally at the schools as before. In the near future, there will be a plan to merge teachers to optimize the team. However, the recruitment, appointment and rotation of teachers is still under the authority of the Department of Education and Training according to the provisions of the Law on Education,” said Mr. Thai Van Thanh.
