Vingroup Corporation recently proposed to the competent authority to invest in the construction of the Hanoi - Quang Ninh railway line and add this railway line to the railway network planning for the period 2021 - 2030 and vision to 2050.

The Hanoi - Quang Ninh railway has a designed speed of 350 km/h, exclusively for passenger trains, 1,435 mm gauge, electrified. The starting point of the route is at the National Exhibition Center, Hanoi; the ending point is at the forest park area of Dai Yen ward, Quang Ninh province with a total length of 120.9 km.

Regarding the route, Vingroup proposed that from Co Loa station, Hanoi, the route would follow the road connecting to Gia Binh airport, Bac Ninh province, continue through Hai Phong (old Hai Duong) to Yen Tu, Quang Ninh province. Then the railway would continue to the final destination, the forest park area, Dai Yen ward, Quang Ninh province.

In Hanoi, the company proposed two route options. The first is the route going along the road connecting Tu Lien bridge and Gia Binh airport. The second option is to go along the road connecting Tu Lien bridge and then turn right along the existing railway line and go through Yen Vien station, follow the corridor of urban railway line No. 9, cross the Duong river and go along the road connecting Gia Binh airport.

The Hanoi - Quang Ninh railway line is expected to have 4 stations including Co Loa, Gia Binh, Yen Tu and Ha Long; if the plan to go through Yen Vien is implemented, Yen Vien station will be added. The project requires 308 hectares of land, an investment of about 5.4 billion USD (equivalent to 133,175 billion VND), and implementation time until 2030.

Following Vingroup's proposal, the Ministry of Construction requested the Vietnam Railway Authority to review the documents and propose a plan for the Hanoi - Quang Ninh railway line according to regulations. The authority needs to update and clarify new related factors such as the formation of Gia Binh international airport and the arrangement of local administrative boundaries to clarify the necessity, feasibility, and effectiveness of the Hanoi - Quang Ninh railway line planning plan.

Vietnam Railways needs to consider connecting the national railway network, urban railways and urban areas, cultural and tourist relics... along the route to ensure consistency and efficiency.

Currently, on the corridor connecting Hanoi - Quang Ninh, the Yen Vien - Lim - Pha Lai - Ha Long - Cai Lan railway line has been planned. This line is designed to transport goods and passengers at a speed of 120 km/hour. However, after starting construction in 2008, by 2011 the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line was delayed due to lack of capital.
