Institutionalize policies and specific actions to care for people with meritorious services.
Towards the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Ministry of Home Affairs has issued a Plan to organize commemorative activities at the central and local levels, ensuring solemnity, practicality, economy and efficiency; clearly assigning the responsibilities of each agency and unit in organizing and implementing.
One of the key activities at the central level is that the Ministry of Home Affairs will submit to the Government a Decree replacing the Decree detailing the Ordinance on Incentives for People with Revolutionary Contributions, expected in the fourth quarter.
At the same time, submit to the Government for promulgation a Decree adjusting the monthly allowance regime for youth volunteers who completed their tasks in the resistance war period 1965-1975, expected in the third quarter.
Along with institutional improvement, housing support for people with revolutionary contributions continues to be the focus of implementation, with the participation of the Ministry of Construction and central and local ministries, departments and branches, to be completed before July 27, 2025.
One of the key activities this year is the meeting with meritorious people and historical witnesses, scheduled to take place on July 24, 2025 in Hanoi with the participation of Party and State leaders.
The event will honor the great contributions of veteran revolutionary cadres, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes during the resistance war, historical witnesses; people with revolutionary contributions through the ages... with about 250 delegates.
Immediately afterwards, on the evening of July 26, a candle-lighting ceremony to pay tribute to heroic martyrs will be held at martyrs' cemeteries and martyr memorials nationwide, including a candle-lighting ceremony to pay tribute to heroic martyrs at the Central level held at the Truong Son National Martyrs' Cemetery, Con Tien Commune, Quang Tri Province with the participation of high-ranking leaders and a large number of people from all walks of life.
The incense offering ceremony to commemorate heroic martyrs and pay tribute to President Ho Chi Minh is scheduled to be held on the morning of July 27 in Hanoi with the participation of delegations from the Party, State, ministries, departments and branches.
This year's plan also emphasizes the role of the younger generation in the work of gratitude. The Central Committee of the Ho Chi Minh Communist Youth Union will launch a youth volunteer movement to care for wounded and sick soldiers, families of martyrs and people with revolutionary contributions, and a movement to renovate and care for works honoring martyrs to ensure they are "bright - green - clean - beautiful".
Along with that are the activities of visiting and giving gifts by the leaders of the Party, State, and Vietnam Fatherland Front to people with meritorious services, relatives of people with meritorious services to the revolution in localities and centers for nurturing and caring for people with meritorious services to the revolution, in July.
Funding for implementation is mobilized from the central and local budgets and from the Central Gratitude Fund.
Local involvement, widespread
At the local level, based on specific conditions, organize appropriate activities to commemorate the 78th Anniversary of War Invalids and Martyrs Day to pay tribute to those who have contributed to the revolution and the martyrs' families in conjunction with activities to celebrate the 80th Anniversary of the Founding of the Country and local political events and tasks.
Provinces and cities direct the implementation of preferential policies for people with revolutionary contributions; fully and promptly implement preferential policies; inspect and examine the implementation of policies.
Focus on supporting people with meritorious services who have housing difficulties, to be completed before July 27, 2025. Have specific and practical plans and solutions to raise the living standards of people with meritorious services and their families to equal or higher than the living standards of the residential community.
Focus on renovating, repairing, upgrading, and taking care of works honoring martyrs (martyr cemeteries, martyr memorials, martyr temples, martyr steles) and martyr graves.
Organize delegations to visit and give gifts to people with revolutionary contributions and martyrs' relatives in a timely, complete and appropriate manner before the anniversary of War Invalids and Martyrs' Day as planned.
The Ministry of Home Affairs will monitor, urge and coordinate with relevant ministries, departments, branches, agencies and localities to implement the tasks; report the implementation results to the Prime Minister.
On June 13, President Luong Cuong signed Decision No. 1000/QD-CTN on gift giving on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
Accordingly, gifts for meritorious people include two levels of 600,000 VND and 300,000 VND. Nationwide, there are nearly 1.6 million meritorious people eligible for gifts at the above two levels.
