Stimulate consumption, ensure growth target

Domestic consumption is an important growth driver of the economy, therefore agencies, units and retailers are implementing many solutions to stimulate consumption, promote positive development of the commodity market, especially effectively implementing common growth targets.

Stimulate consumption, increase purchasing power

Since the beginning of this year, the Government has reduced the value-added tax (VAT) rate by 2% for a number of groups of goods and services until June 30. On June 17, the National Assembly officially passed a resolution on reducing the VAT rate by 2%, applicable from July 1, 2025 to December 31, 2026.

The new resolution will be applied for 18 months, instead of just 6 months as in previous years; at the same time, the groups of goods and services subject to a tax rate of 10% will be expanded to 8% to support increased purchasing power, stimulate consumption and domestic tourism . From here, the reduction of VAT will help make the prices of goods more reasonable, and customers will tend to spend more.

Mr. Ngo Van Trung (Hai Chau district) said: “Many people think that this 2% reduction is not significant, but if calculated on the total monthly expenses, especially for families with small children or the elderly, the amount of money saved is not small. For me, this is important in balancing the family's finances. Goods will become more competitive, consumers can buy more goods with the same amount of money.”

To stimulate consumer shopping, supermarkets in the city proactively implement many activities to stimulate product consumption throughout the year such as: discounts, points accumulation, gifts, vouchers, flat-price sales, online shopping, etc.

According to research, retailers have increased their sources of essential goods, focusing on high-quality Vietnamese goods, ensuring stable supply and stable prices; investing in expanding more points of sale, and investing in diverse sales channels.

Mr. Phan Thong, Director of Co.opmart Da Nang Supermarket, said that from now until the end of the year, the supermarket will launch many attractive promotions and incentives. Specifically, the program "Proud of Vietnamese Products" (August-September) with thousands of products discounted up to 50%; the Customer Appreciation program (November) with attractive discounts on domestically produced products, gift vouchers, lucky draw...

Meanwhile, Ms. Vo Thi Thu Thuy, Director of GO! Da Nang Supermarket, said: “From the beginning of the year, we have proactively worked with suppliers to negotiate good prices, support discount programs, and deep promotions for consumers. In addition, the supermarket focuses on promoting programs that strongly respond to the campaign “Vietnamese people prioritize using Vietnamese goods”; connecting to bring into business OCOP products of localities to support the development of this group of products”.

Striving to achieve growth targets

In 2025, the Government set a target of GDP growth of 8% or more with three main areas being domestic consumption, export and public investment. Accordingly, to achieve the target GDP growth, the total increase in retail sales of goods and consumer service revenue must reach a rate of 12%.

On April 4, 2025, the Ministry of Industry and Trade issued Directive No. 08/CT-BCT on continuing to promote domestic market development and stimulate consumption. The Ministry of Industry and Trade assigned the Departments of Industry and Trade of provinces and centrally run cities to strive to increase total retail sales of goods and consumer service revenue in 2025 by 12-22% compared to 2024; of which Da Nang was assigned a target of 18% increase.

According to the Department of Industry and Trade, the scale of domestic goods in Da Nang is expanding, consumer purchasing power continues to grow impressively with a shift in consumer behavior towards essential products, health care and online shopping.

According to statistics, in the first 6 months of 2025, the total retail sales of goods and service revenue is estimated at 79,149 billion VND, an increase of 24.53% over the same period last year; of which retail sales of goods are estimated at 43,533 billion VND, an increase of 18.27% over the same period in 2024. The city has a rich and diverse supply of goods, so the prices of goods do not fluctuate much.

Price stabilization measures have been implemented, contributing to market stability. A series of trade, cultural and tourism events have been organized such as: Da Nang International Fireworks Festival 2025, Da Nang Summer Promotion Season 2025 and Mega Sale Da Nang 2025; Vietnamese Goods Fair 2025 - Honoring OCOP products... have contributed to stabilizing commodity prices, meeting the consumption needs of people and tourists.

​​​​​​​In order to continue to promote the implementation of the Prime Minister's direction on stimulating consumption, supporting production, business and developing the domestic market, the Department of Industry and Trade issued a plan to implement a domestic trade promotion program and a program to promote Da Nang products in conjunction with the implementation of the campaign "Vietnamese people prioritize using Vietnamese goods" in 2025.

From now until the end of 2025, the department will organize events such as the cashless payment fair (July), the International Trade, Tourism and Investment Fair of the East-West Economic Corridor - Da Nang 2025 (August), and the Logistics Exhibition 2025. In particular, the Department of Industry and Trade is researching and developing a plan to implement a night shopping program at Han Market and a night food festival at Con Market during the summer to help traditional markets maintain their competitiveness.

In addition, the organization launched a promotional program for the year-end shopping season; a livestream program to introduce OCOP products and local specialties; organized the promotion and introduction of Da Nang products; connected trade; built videos to promote OCOP products on social networking platforms...

With the synchronous implementation of solutions, the Department of Industry and Trade believes that it will contribute to promoting production and business, stimulating consumption, and creating momentum for domestic market growth in Da Nang in the coming time.
