The Ministry of Industry and Trade issued a dispatch on urgently implementing emergency response to storm No. 5.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, on the morning of August 23, 2025, the tropical depression in the eastern sea of the North East Sea strengthened into a storm - storm No. 5 (international name: Kajiki). The center of the storm at 07:00 was at about 17.2°N; 116.6°E, about 480km East Northeast of Hoang Sa special zone. Intensity: level 8 (62-74km/h), gusts of level 10, moving in the West Northwest direction, speed of about 25km/h. Storm No. 5 is very strong, moves quickly, has a high level of natural disaster risk, complicated developments, and a very wide and dangerous scope and intensity of influence on the sea and land.

Due to the influence of the storm, in the northern area of the East Sea (including Hoang Sa special zone) from August 23, there will be strong winds of level 6-7, then increasing to level 8-9, from August 24, strong winds of level 9-10, waves from 4-6m high, the sea area from Thanh Hoa to Da Nang will have strong storm winds of level 8, the area near the storm center will have level 11-12, gusting to level 15, the coastal area from Nghe An to Quang Tri will likely have strong winds of level 10-11, gusting to level 13-14. From the night of August 24 to the end of August 27, in the area from Thanh Hoa to Hue, there will be heavy rain, with common rainfall of 200-300mm, in some places over 600mm, rivers from Thanh Hoa to Quang Tri will have floods, with the risk of flash floods, landslides and inundation in low-lying areas, riverbanks, and urban areas.

With the dangerous nature, complicated developments, wide and dangerous scope and intensity of impact on the sea and land, implementing the Prime Minister's Official Dispatch No. 141/CD-TTg dated August 22, 2025, to proactively respond to the complicated developments of storm No. 5, minimizing damage to people and property, following Official Dispatch No. 6349/CD-BCT dated August 22, 2025, the Minister of Industry and Trade requests Heads of units in the industry and trade sector to focus on leading and directing resolutely, promptly and effectively the work of preventing and responding to storms and complicated developments of rain and flood circulation after storms with the highest spirit and responsibility under the direction of the Prime Minister and local authorities, and urgently and strictly implementing the following tasks:
