VNNIC signs cooperation agreement with Tay Ninh: Aiming to develop digital resource infrastructure, pioneering the new generation Internet

On the morning of August 20, 2025, the Department of Science and Technology of Tay Ninh province and the Vietnam Internet Center - VNNIC (represented by the Vietnam Internet Center (VNNIC) Branch in Ho Chi Minh City signed a cooperation agreement "Coordination to strengthen the management and development of Internet resources in Tay Ninh province". This is an important milestone, opening a new phase of cooperation in the development of Internet resources, creating a foundation for the province's comprehensive digital transformation process.

Attending the ceremony were Mr. Do Quang Trung, Head of Vietnam Internet Center Branch in Ho Chi Minh City, Ms. Huynh Thi Hong Nhung, Director of Tay Ninh Department of Science and Technology, Mr. Vo Buu Viet Cuong, Deputy Director of the Department, along with representatives of leaders of a number of telecommunications enterprises, leaders of a number of universities and colleges in Tay Ninh province, representatives of PA Vietnam Company Limited and representatives of specialized departments and offices of the Department of Science and Technology.

Internet infrastructure – the foundation for digital economy and digital society

In the context of digital transformation being an inevitable trend, the development of Internet resource infrastructure, the Internet, especially the national domain name ".vn", IPv6 address, and digital data platform are considered important foundations for building a sustainable digital economy and digital society.

Speaking at the ceremony, Mr. Do Quang Trung, Head of the Vietnam Internet Center Branch in Ho Chi Minh City emphasized: "The cooperation between VNNIC and Tay Ninh has a tradition of more than 10 years. In the current period, the connection needs to be further promoted to develop together, popularize the national domain name ".vn", new Internet technology, build a modern, sustainable digital infrastructure."

Potential and advantages of Tay Ninh

Tay Ninh is a province with advantages and potential for expanding regional connectivity and deeper integration with the Southeast region and the Southern key economic region. It possesses many special advantages and can play the role of a "green gateway" for agriculture - processing industry, a logistics service center, an international border gate and an export hub of the region, creating a new counterweight development axis in the Southwest:

- Strategic location: Tay Ninh is an important international trade gateway, bordering Cambodia with the Moc Bai and Xa Mat international border gate system, creating conditions for the development of border trade, logistics and cross-border e-commerce.

- Infrastructure is developing strongly: Many key projects such as Ho Chi Minh City - Moc Bai expressway, industrial parks, high technology, processing industry associated with smart supply chains, high-tech agriculture and traceability, tourism - experiential economy, logistics centers are being invested synchronously. Along with that, Tay Ninh also focuses on deploying applications, converting IT infrastructure, connecting the Internet to the new generation IPv6, developing industrial Internet, Internet of Things (LoT), ... creating a modern connection platform, strongly supporting the digital economy.

- Young and dynamic human resources: Tay Ninh has a system of universities, colleges, and vocational training facilities, which is a great advantage in developing information technology human resources, serving the digital transformation strategy.

These advantages, combined with the support of VNNIC, will help Tay Ninh take advantage of opportunities, make rapid breakthroughs in the digital transformation phase, become a pioneer in digital infrastructure in the region, attract investment and improve competitiveness.

Local commitment

Representing Tay Ninh, Mr. Vo Buu Viet Cuong, Deputy Director of the Department of Science and Technology, pledged that the Department will act as a focal point to connect and accompany the Vietnam Internet Center Branch in Ho Chi Minh City and related units to effectively implement cooperation contents, widely spreading them to people, businesses, business households and agencies and organizations in the province.

Three pillars – Seven cooperation contents

The agreement between the two entities focuses on three main pillars of cooperation:

Firstly , strengthen coordination in management and promote the use of Internet resources locally, ensuring efficiency and synchronization, serving the goals of developing digital infrastructure, digital transformation, digital economy and digital society according to the Government's orientation.

Second, raise awareness among the community, people, businesses, and business households about the benefits and requirements for ensuring safety in registering and using national Internet resources, especially the national domain name ".vn" to serve online activities in a reliable and sustainable manner.

Third, develop human resources and improve management capacity through sharing experiences, information, data, providing solutions and online tools for management, promoting effective use of Internet resources, and ensuring Internet resource safety.

On that basis, the two sides agreed to implement 7 specific cooperation contents:

Firstly, coordinate the implementation of management, inspection and supervision activities for the effective use of national Internet resources (including ".vn" domain names, IP/ASN); strengthen coordination in inspection, supervision and management of international domain names (abbreviated as TMQT) at the local level annually.

Second, promote the use of the national domain name ".vn" through the effective implementation of key programs, especially the "Program under Decision No. 826/QD-BTTTT of the Ministry of Information and Communications on supporting people, businesses, and business households to have a reliable and safe online presence with digital services using the national domain name .vn in provinces and cities in the period 2024-2025". Strive to achieve a domain name registration rate of 60-70% of the total number of beneficiaries in the program, contributing to improving the indicators of e-commerce (EBI), digital transformation (DTI) and innovation (GII).

Third, promote application deployment, IT infrastructure conversion, Internet connection to the new generation IPv6, develop industrial Internet, Internet of Things (LoT)... support the planning of connecting the province's network infrastructure to the National Internet Interchange Point System (VNIX) to ensure sustainable development; develop the VNIX member ecosystem at the provincial level.

Fourth, support human resource development; build a core team in the locality that can support the development of Internet resources (domain names, IPv6, etc.); coordinate the organization of training courses and seminars for technical staff of state agencies, enterprises, and universities in the field of Internet resources.

Fifth, share data and information on Internet resource management (information on registration to use Internet resources, i-Speed, etc.), serving the development of digital economy and society, and the quality of Internet access services on a quarterly basis.

Sixth, organize conferences, seminars, training, and propaganda programs to raise awareness about registering and using Internet resources; organize domestic and international conferences and seminars related to the Internet field.

Seventh, coordinate propaganda, promotion and dissemination to local people to experience and use the i-Speed ​​by VNNIC Internet access speed measurement application with the goal of increasing the number of measurement samples in the area, supporting state agencies in creating databases and statistics that accurately reflect the actual quality of Internet services in the area.
