The Hanoi People's Committee has just issued Official Dispatch No. 3518/UBND-CAHN on ensuring network security and information security during the process of merger and reorganization in the city.
Accordingly, the Hanoi People's Committee requests that the departments, branches, sectors, and agencies at the same level as the department that have implemented the merger; the People's Committees of districts, towns, and cities that are the owners of the information system, and the units assigned to manage and operate the system coordinate with the City Police to implement: Develop an operation plan, synchronize data for the administrative procedure settlement information system; ensure readiness, and not stop/interrupt the system and services without prior planning.
At the same time, there are solutions to back up and reserve systems and data; review all system accounts, staff, and assign authority in accordance with job positions and tasks; revoke accounts of retired or transferred staff, civil servants, and public employees...; apply multi-factor authentication, save login logs, and do not share or reuse accounts; propose funding sources for equipment investment; train high-quality human resources and self-organize periodic inspections and assessments of network security and information security...
The City Police will coordinate with the above units to review and compile information systems, assess security weaknesses, scan for malware on servers and workstations, and periodically check for risks that could cause network insecurity.
In addition, the City Police Department coordinates with members of the City's Cyber Security and Safety Subcommittee, relevant agencies and units to advise the City People's Committee to disseminate regulations on ensuring network security, information security, and security for systems and during the exploitation process to civil servants and public employees; organize training to raise awareness and grasp the situation in cyberspace regarding the buying and selling of data, user accounts and administrative accounts, systems; weaknesses, security vulnerabilities, and network insecurity and information security for timely handling./.
