The document aims to implement Document No. 5058/BNNMT-DD dated August 3, 2025 of the Ministry of Agriculture and Environment on proactively responding to heavy rain, risks of floods, inundation, flash floods, and landslides.

According to the National Center for Hydro-Meteorological Forecasting, from the evening and night of August 4 to the morning of August 7, in the mountainous and midland areas of the North, there is a possibility of widespread heavy rain with total rainfall of 50-120mm, locally over 250mm. Other areas of the North will have moderate rain, locally heavy to very heavy rain with total rainfall of 30-80mm, locally over 150mm; warning of the risk of heavy rain (>100mm/3 hours).

To proactively respond to heavy rains, risks of floods, inundation, flash floods, and landslides, the Provincial People's Committee requests departments, branches, member agencies of the Provincial Steering Committee for Natural Disaster Prevention and Control; Chairmen of People's Committees of communes and wards; Tan Phu Company Limited and management and exploitation units assigned to manage irrigation works to continue to direct, organize and implement in the most urgent, drastic, timely and effective spirit, not to be passive or surprised in responding to natural disasters, especially the risks of floods, landslides, flash floods, and localized flooding to ensure safety of life and limit damage to property of the People and the State.

Chairmen of People's Committees of communes and wards direct the deployment of shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rain in recent days; notify each household living in areas at risk of landslides and flash floods to inspect and review around their residences, promptly detect unusual and dangerous signs to proactively evacuate them from dangerous areas; arrange forces to be on duty and guard at underground locations, spillways, and roads across streams to guide traffic to ensure safety, strictly prohibit the operation of vehicles that are not safe or do not have enough life-saving equipment; resolutely do not allow people and vehicles to pass if safety is not guaranteed; prohibit people from collecting firewood, wading, fishing... on rivers and streams when there is a flood. Especially during rainy and flood days, it is necessary to propagate to people not to sleep on hills or fields to prevent landslides, soil and rockfalls causing human losses; prepare human resources, materials, means and equipment to proactively deploy when incidents and situations occur according to the motto "4 on-site".

The People's Committee requests the directors of the Departments of Agriculture and Environment, Industry and Trade, and Construction to direct the inspection and review of key works and unfinished works; proactively deploy measures to ensure safety for industrial parks, urban areas, residential areas, and mines and mineral exploitation areas; deploy measures to ensure safety of dikes, reservoirs and downstream areas, arrange regular forces to operate and regulate reservoirs and be ready to handle possible situations; prepare drainage plans to prevent flooding to protect production, industrial parks, urban areas, and residential areas; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

For the Commander of the Provincial Military Command, the Director of the Provincial Police Department directs the readiness of forces and means for rescue when requested; organizes forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely does not allow people and vehicles to pass if safety is not ensured; does not allow unfortunate human losses due to carelessness or subjectivity.

At the same time, the Provincial People's Committee requested the Provincial Newspaper, Radio, Television and local media to increase information on weather forecasts and developments of heavy rain to authorities at all levels and people for proactive response.

In addition, Lao Cai Hydrometeorological Station, Tan Phu Company Limited and other management and exploitation units are assigned to closely monitor the flood situation to forecast and promptly inform the authorities and people to proactively implement response work according to regulations; immediately deploy plans to ensure the safety of lakes, dams, irrigation works; and plans to drain water to prevent flooding for agricultural production areas in the province.

At the same time, members of the PCTT-TKCN Command Committee; People's Committees of communes and wards; Tan Phu Company Limited and management units assigned to manage irrigation works must seriously organize on-duty shifts, regularly report to the Department of Agriculture and Environment (phone number 0216.3852.708 ; 0214.3820.181 ) for synthesis and reporting to the Provincial People's Committee for timely direction.
