To "upgrade" business households into enterprises

In the context of Vietnam's economy moving towards the goal of strongly developing the private economic sector, encouraging millions of business households to "upgrade" into enterprises is becoming a top priority.

Resolution No. 68/NQ-TW of the Politburo on private economic development has set ambitious goals: by 2030, Vietnam will have 2 million enterprises, reaching a rate of 20 enterprises/1,000 people. At the same time, strive to have at least 20 large enterprises participating in the global value chain; an average growth rate of 10 - 12%/year; contributing 55 - 58% of GDP and 35 - 40% of total state budget revenue. Compared to the current number of nearly 1 million enterprises, the growth of 1 million more enterprises in the next 5 years is completely feasible if the potential of more than 5 million business households nationwide is effectively exploited.

From a legal perspective, "upgrading" to enterprises also helps these units access many tax and credit incentives and receive more complete protection.

Despite the many benefits and opportunities, converting a sole proprietorship into an enterprise still faces certain concerns. Many business households worry about having to pay more taxes than the previous lump-sum tax rate, or the burden of administrative procedures and compliance costs.

To solve this problem, economic experts believe that it is necessary to implement synchronous solutions: both persuasion, sanctions and ensuring to limit negative impacts. Tax incentives in the early years of establishment, capital support, digital transformation support, management skills training support, etc. are effective tools to convince business households. The tax sector needs to continue to promote the application of information technology, strong digitalization in tax management, ensuring publicity and transparency in supporting transformation. This helps business households see that "growing up" into enterprises will not make it difficult for them or burden them with compliance costs greater than their capacity.

Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises (VINASME), proposed: The Government needs to urgently develop and specify mechanisms and policies suitable for each group of enterprises according to scale, ensuring suitability, feasibility and effectiveness in practice.

In addition, it is necessary to assign specific tasks to VINASME and clearly orient the association's role in participating in coordination with state agencies to promote the rapid and strong development of the small and medium enterprise community, especially in mobilizing and supporting the transformation from household businesses to enterprise models.

In addition, it is necessary to develop a specific support policy package for the conversion of business households into enterprises, including: Legal support and advice on conversion procedures; tax incentives, credit and access to resources to encourage conversion; increased training and improved management capacity for business households.

Regarding this issue, the Ministry of Finance has also requested its affiliated units to improve service quality and strictly adhere to professional ethics standards in the process of providing financial and tax consulting services. The Ministry of Finance also researches, develops, diversifies service packages, optimizes costs, reduces prices, provides consulting support for businesses to improve management capacity, expand business, improve the quality of human resources and build a transparent and law-compliant financial system. In particular, the Ministry of Finance will support small and medium-sized enterprises and newly transformed business households to easily access professional services at reasonable fees, contributing to spreading support policies and promoting startups.

With specific support policies and a suitable roadmap, the transition from business households to enterprises is expected to take place quickly and effectively, bringing practical benefits to both the business community and the national economy, contributing to realizing the aspiration for sustainable economic development.

In the coming time, Dak Lak province will focus on reviewing policies and support programs for enterprises and business households to amend, promulgate or propose competent authorities to amend and promulgate in the direction of: maximally simplifying documents, processes and support procedures; increasing support levels and rates; ensuring adequate support resources; encouraging associations, research institutes, colleges, universities, etc. to participate in implementing business support programs.
