Accelerating the progress of Nuclear Power Project

To ensure energy security and meet the requirements for socio-economic development, while fulfilling the international commitment to reduce net emissions to zero by 2050, the Government and Khanh Hoa province are particularly concerned about accelerating the implementation of the Ninh Thuan Nuclear Power Project. This is one of the province's key tasks in the coming time.

Complete site clearance in 2025

In recent years, Khanh Hoa province has been one of the leading localities in the country in energy development, especially solar power and wind power. Currently, the province's electricity output accounts for about 7.2% of the country's electricity output. However, with the requirement of ensuring national energy security for economic development, bringing the country into a new era, the Central Government has decided to restart the Ninh Thuan Nuclear Power Project. The Ninh Thuan Nuclear Power Project consists of 2 plants, each plant consists of 2 units. Accordingly, Ninh Thuan Nuclear Power Plant 1 is located in Phuoc Dinh commune, Ninh Thuan Nuclear Power Plant 2 is located in Vinh Hai commune.

In order to complete the project soon, the National Assembly has passed a resolution with a special mechanism for compensation, support, and resettlement when the State reclaims land at the highest level, which are legal conditions for restarting the Ninh Thuan Nuclear Power Project. The province is assigned to take the lead in implementing site clearance, resettlement, and resettlement.

Recently, at the meeting to review the progress of the Ninh Thuan Nuclear Power Project, Deputy Prime Minister Bui Thanh Son - Deputy Head of the Standing Committee of the Steering Committee for the construction of the nuclear power plant requested ministries, branches and provincial People's Committees to proactively handle within their authority, remove difficulties and obstacles arising related to the state management functions of ministries, branches and localities to promote the implementation of the projects. The Ministry of Industry and Trade, the Standing Committee of the Steering Committee for the construction of the nuclear power plant regularly monitors, synthesizes and promptly reports to the Prime Minister to immediately handle arising issues beyond their authority.

In addition, Deputy Prime Minister Bui Thanh Son requested the Provincial People's Committee to complete the adjustment of the provincial planning and provincial land use planning in accordance with its authority and regulations, as a basis for implementing the resettlement project for the nuclear power plant project; work with the Ministry of Industry and Trade to agree on a solution to the difficulties and obstacles in implementing the resettlement project for the Ninh Thuan Nuclear Power Project . The Provincial People's Committee focuses on implementing well the work of site clearance, compensation, resettlement, and early relocation of households to hand over the site to the investor; continue to review and propose additional funding for implementation (if necessary), ensuring the completion of site clearance in 2025 in accordance with the direction of the Prime Minister.

Implement according to special mechanisms and policies

According to the report of the Department of Industry and Trade, after the National Assembly issued Resolution No. 189, dated February 19, 2025 on a number of special mechanisms and policies for the construction of the Ninh Thuan Nuclear Power Project, the province has urgently implemented compensation, site clearance, and resettlement for affected areas. This is a prerequisite for the Vietnam Electricity Group (EVN, the investor of the Ninh Thuan 1 Nuclear Power Plant Project) and the National Energy Industry Group (Petrovietnam, the investor of the Ninh Thuan 2 Nuclear Power Plant Project) to be able to take the next steps to implement the project.

Mr. Ho Xuan Ninh - Director of the Department of Industry and Trade said that the Ninh Thuan 1 Nuclear Power Plant Project has a resettlement site located in Phuoc Dinh commune with a total area of ​​64.84 hectares, providing more than 600 land lots. The Ninh Thuan 2 Nuclear Power Plant Project has 2 resettlement sites located in Vinh Hai commune, including 1 site of 54.39 hectares, providing 629 land lots and 1 site of planning to renovate the existing residential area of ​​13.4 hectares. The Provincial People's Committee will build resettlement areas, resettlement areas, synchronous technical infrastructure, social infrastructure, ensuring suitability with practical needs, ensuring the best living conditions for people, becoming a "livable" place according to the direction of the Standing Committee of the Provincial Party Committee. To complete the site clearance work in 2025, the Provincial People's Committee is directing departments, branches and localities to make efforts to implement land acquisition for nearly 1,300 hectares, involving more than 1,200 households. The total investment for resettlement and resettlement work has been adjusted to about VND 12,400 billion, with VND 3,200 billion needed to implement component projects.

Up to now, the Provincial Investment and Construction Management Board has consulted a document to send to the Department of Agriculture and Environment requesting appraisal and signing of the land survey and mapping products to serve the preparation of land acquisition dossiers to implement the resettlement project, site clearance for the project; submitting to the Department of Construction to preside over the appraisal of the resettlement planning task. At the same time, the selection of contractors for package 7 on environmental impact assessment and package 9 on investigation, survey and conversion of forest land is being carried out. Along with that, the Department of Agriculture and Environment has developed a task outline and established a team to appraise the task outline explanation - estimate the cost of building economic - technical norms within the scope of land management in the province...

The Provincial People's Council has issued a Resolution stipulating special mechanisms and policies on compensation, support, and resettlement when the State reclaims land to implement the Ninh Thuan Nuclear Power Project. The implementation of the simplified procedures and sequences for this project is extremely necessary and urgent, creating favorable conditions to accelerate the progress of compensation, support, and resettlement, and early handover of the project site in 2025 according to the direction of the Central Government".
