Free tuition - a breakthrough policy towards equality in access to education

The National Assembly has passed a resolution on tuition exemption and support for preschool and primary school students nationwide.

This policy has touched the hearts of millions of Vietnamese people, because from now on all children have equal access toeducation when they can study for free, creating the premise for developing sustainable human resources for the future.

Tuition is the amount of money that learners must pay to educational institutions to cover part or all of the costs of educational and training services. In other words, tuition is the amount of money spent in exchange for the right to study, access knowledge, facilities and teaching services at an educational institution according to the regulations of the State or of each educational institution to compensate for the necessary costs for the training process.

Tuition fees at public educational institutions are not too high, but when added together with many other expenses for each school year (books, uniforms, boarding fees, etc.), it will create great financial pressure, especially at the beginning of the school year.

Mr. Nguyen Duc Hanh, in Ea Sup commune, who has two children in preschool and primary school, shared that the tuition fee is not much, but for families with difficulties, those with few people, the elderly or those with many children, it is still a large amount. The tuition exemption policy has helped his family reduce their worries during the school year and have more resources to buy new clothes and more books for their children.

Ms. Phan Thi Nu, from Hoa Son commune, who is raising her granddaughter (studying at Hoa Son Secondary School), shared that her daughter and her husband have unstable jobs and their lives are still difficult, so she adopted and took care of the two grandchildren. Her farming job is not very good either, so she has to calculate her daily expenses so that her grandchildren have money for food and school. When she heard that the tuition fee was exempted, she was very happy because saving some money means reducing the burden, giving her grandchildren more opportunities to study properly.

Hoa Son Secondary School has 570 students, of which 20% are ethnic minority children, over 4.3% are from poor households. Mr. Tran Thanh Binh, Principal of Hoa Son Secondary School, said that the school's tuition fee is 315,000 VND/year, but collection is still difficult because many parents have to struggle to provide meals for their families. When the tuition exemption policy comes into effect, parents will have one less thing to worry about, and the school will also have less trouble collecting annual tuition fees.

According to teachers' analysis, free tuition is a short-term support, but this policy promotes long-term educational goals for economic benefits and ensures fairness in access to education. Because, all children have the same learning opportunities from an early age, the quality of education will be more uniform and improved.

From the perspective of industry management, Dr. Do Tuong Hiep, Deputy Director of the Department of Education and Training, said that exempting tuition fees for students from kindergarten to high school is a positive step, in line with the development trend to improve the quality of education and create favorable conditions for all children to access knowledge. In recent years, Dak Lak province has been one of the localities with many students dropping out of school halfway and becoming a burning issue, mainly due to difficult economic conditions. The tuition exemption policy creates favorable conditions for all students to have better learning opportunities, especially disadvantaged students. The implementation of this policy needs to be carried out synchronously and effectively, including monitoring to ensure that all subjects benefit.

In reality, tuition fees are not the only cost for students to go to school, but with tuition exemption, parents will have more resources (finance, time, mind) for other things including orientation, choosing the learning path for their children to effectively take advantage of the superiority of the Government's tuition exemption and reduction policy. This lays a solid foundation for the future, affirming the State's commitment to building a comprehensive, developed and humane education, towards a fair society where all children have the opportunity to learn and develop.
