Socio -economic development in many fields
Although the world economic situation is complicated and there are still difficulties in the country, under the close direction of the Provincial Party Committee and the flexible management of the Provincial People's Committee, the socio-economic picture of Ha Tinh in recent months has shown many bright spots.
The gross regional domestic product (GRDP) in the first 6 months is estimated at 8.16%, this result puts Ha Tinh in the group of 26 provinces and cities that have achieved and exceeded the growth target compared to the plan assigned by the Government. Notably, Ha Tinh is one of the top 4 localities (Ha Tinh, Bac Ninh, Ha Nam and Hue City) maintaining positive growth momentum in all 4 key economic sectors: industry - construction, agriculture, services, product tax minus product subsidies.
“The 6-month industrial production index reached 8.52%, up nearly 4.6% over the same period last year, continuing to affirm the leading role of the economy. In particular, many key products such as battery packs, battery cells, fibers and beer grew strongly. In addition, the total retail sales of goods are estimated at 39,000 billion VND, up 13%; export turnover is estimated at 0.8 billion USD, equal to 73% over the same period last year. The above results show the positive recovery of the economy,” informed Mr. Le Xuan Tu - Deputy Director of the Department of Industry and Trade.
Along with industry, trade and services, agriculture has created a solid "tripod" for the province's economic growth. Mr. Le Ngoc Huan - Director of the Department of Agriculture and Environment said: "This year's spring crop was a bumper crop, with output reaching over 360,000 tons, equal to 100.3% compared to the 2024 spring crop. The new rural construction program has been focused on and achieved many results. 12/12 district-level units have met the standards/completed the task of building new rural areas; 2/10 districts have been recognized as meeting advanced new rural standards".
Total budget revenue in the area in the first 6 months of the year is estimated at 10,200 billion VND, equal to 57% of the annual estimate. Of which, domestic revenue reached about 6,000 billion VND, completing 68% of the estimate and increasing by 23% over the same period last year. In the import-export sector, revenue is estimated at 3,500 billion VND, reaching 39% of the estimate, equal to 78% over the same period last year...
Public investment disbursement as of June 20 reached VND3,256 billion, equal to 61.5% of the plan assigned by the Prime Minister, putting Ha Tinh in the group of localities with high disbursement rates nationwide...
Thanks to the implementation of many breakthrough solutions in administrative reform and improving the investment environment, Ha Tinh continues to make its mark on the investment attraction map. Since the beginning of the year, the province has licensed 18 domestic investment projects with a total capital of nearly 16,500 billion VND and 2 FDI projects with a total registered capital of 13 million USD.
The tourism and service sectors continued to record growth. In the past 6 months, Ha Tinh welcomed 930,000 visitors, up 36.5% over the same period; revenue from accommodation, food and tourism reached nearly 5,000 billion VND, up 11%.
In addition to economic development, the cultural and social fields, the work of caring for people's lives has been paid attention to and achieved remarkable results. Cultural and artistic activities are organized to meet the spiritual needs of the people. In the past 6 months, Ha Tinh has organized 43 transaction sessions, creating jobs for 12,237 people. At the same time, hundreds of billions of VND have been mobilized to build more than 2,300 houses for poor households, near-poor households, and people with meritorious services.
Mr. Le Duc Thang - Chairman of the Ha Tinh Business Association commented: "Although the business community still faces difficulties, the bright spots in the economic growth picture in recent times show clear effectiveness from management, direction as well as policies to support the economy". According to Mr. Thang, measures such as tax and fee reductions, land rent reductions have contributed to helping businesses save fixed costs to reinvest in production, creating momentum for recovery and development. "Accompanying and removing difficulties for businesses not only helps them stabilize production and business activities but also creates a solid foundation for the overall growth of the whole province" - Mr. Thang emphasized.
The socio-economic growth results in the first 6 months of the year far exceeded initial expectations. Previously, many forecasts only reached a growth rate of about 6.5%, however, the actual figure showed a strong breakthrough compared to the same period in 2024 (6.61%).
“In the current context, achieving a growth rate of 8.16% is a very impressive result. This result shows the drastic and flexible management of the Provincial Party Committee and Provincial People's Committee, along with the synchronous and effective coordination between levels, sectors and localities,” said Mr. Nguyen Duc Thang - Deputy Director of the Department of Finance.
Firmly aiming for growth of over 8%
It is forecasted that in the last 6 months of 2025, the world economy will continue to face many potential risks from climate change, epidemics, trade wars, and geopolitical tensions. In that context, Ha Tinh has clearly defined its goals, proactively implemented synchronous solutions, and firmly set the economic growth target of over 8%. Although there are still some cautious opinions about the possibility of realizing this goal, the positive growth results in the first 6 months of the year have brought positive signals, adding motivation for Ha Tinh to make a breakthrough in the second half of 2025.
Mr. Le Duc Thang - Chairman of the Provincial Business Association expressed optimism: Resolution 68 on private economic development will be an important driving force for growth in the coming time. According to Mr. Thang, the "bottlenecks" that have lasted for many years such as capital, land, tax, legal and human resources are gradually being removed, opening up new development space for the private economic sector. This will be one of the important factors contributing to promoting development, so the province's growth target of over 8% in 2025 is completely feasible.
In order to maintain growth momentum, the province directed relevant levels and sectors to continue to accompany the business community, improve the investment and business environment, enhance provincial competitiveness, promptly remove difficulties and obstacles, and create favorable conditions for businesses to develop production.
The province also promotes the industrial structure towards modernization, focusing on areas with competitive advantages such as supporting industries and clean energy. At the same time, it focuses on removing obstacles and accelerating the implementation of key projects. In particular, Vung Ang 2 Thermal Power Plant is expected to operate Unit 1 in the third quarter of 2025; VinFast Electric Car Manufacturing Plant will be inaugurated at the end of June 2025... These are projects that not only create momentum for growth but also open up opportunities for high-tech industrial development, contributing to enhancing Ha Tinh's position on the national economic map.
In agriculture, the province focuses on expanding organic production models, linking value chains and applying high technology to improve productivity and product quality. To stimulate tourism and trade, Ha Tinh plans to organize large-scale cultural and tourism events, while promoting the application of e-commerce and taking advantage of opportunities from free trade agreements. These solutions not only help strengthen internal resources but also expand the consumption market for key local products.
At the meeting to give opinions on the draft report on the socio-economic situation in the first 6 months of the year and the contents to be submitted to the mid-year session of the Provincial People's Council in 2025, Chairman of the Provincial People's Committee Vo Trong Hai requested all levels and sectors to continue to review and identify key tasks for each month and each quarter to focus on directing, operating and implementing to achieve the highest goals set.
With positive results, Ha Tinh is affirming its position as one of the bright spots in socio-economic development in the country. These achievements demonstrate the determination to overcome difficulties of the entire political system, along with the proactive and flexible spirit of the business community and entrepreneurs. This is the resource and driving force for Ha Tinh to achieve the growth target of over 8% in 2025, while creating momentum for a new development phase.
