Each team of 20-25 members are union members and youth at the grassroots level, have good knowledge of information technology and are all trained in depth in basic digital skills.
Volunteers, together with union members in communes and wards, participated in reviewing and understanding the needs, thoughts and aspirations of people in each locality in the context of changing administrative units; divided into groups taking turns to be on duty at public administrative service points in new communes and wards from Monday to Friday (from 7:30 am to 11:30 am and from 1:30 pm to 5:00 pm every day), ready to guide and support people in carrying out administrative procedures and accessing online public services.

In addition, the volunteer team also coordinates with the Youth Union to open classes to raise awareness and essential digital skills for people, especially the elderly, people in rural, remote areas or people with little exposure to technology.
This is a practical activity to promote the spirit of volunteerism among young people, promptly supporting the needs of the people and local authorities in the context of initially operating a two-level local government model to replace the previous three-level local government model.
