Supporting preschool children and ethnic minority students: Humanitarian policies need to continue

The humane support policies that have been implemented over the years for preschool children, students, and ethnic minority and mountainous students need to be maintained so as not to be interrupted in the new school year 2025-2026.

Humanitarian policies

Pursuant to the provisions of Decree No. 116 (dated July 18, 2016) of the Government and the practical situation of the locality, in recent years, the People's Council of Quang Nam province (formerly) has issued a number of policies to support preschool children, pupils and students who are ethnic minorities; pupils and students with disabilities studying ateducational institutions in the province.

Specifically, Resolution 27 (dated July 22, 2021) stipulates support policies for preschool children, students and pupils who are ethnic minorities; students and pupils with disabilities studying at educational institutions in the period 2021 - 2026 and was later amended and supplemented by Resolution 07 (dated January 23, 2024).

Next to that is Resolution 08 (April 21, 2022) on regulations on funding for cooking services for schools that organize cooking for preschool children and students in extremely disadvantaged communes and villages in the province and was amended and supplemented by Resolution 23 (September 22, 2023).

According to the report of the People's Committee of Quang Nam province (formerly), implementing Resolution 27 and Resolution 07 on support policies for preschool children, students and pupils who are ethnic minorities; students and pupils with disabilities studying at educational institutions, from 2021 to present, the province has spent more than 210 billion VND with nearly 19,000 children benefiting.

When he was the Director of the Department of Education and Training of Quang Nam, Mr. Thai Viet Tuong shared many times at the Provincial People's Council forum that this was considered a very humane policy of Quang Nam for preschool children, high school students, and university students who were ethnic minorities but were not entitled to the lunch allowance support under Decree 116; bringing fairness in educational development.

Support policies have had a positive impact on sustainable poverty reduction in the locality, contributing to improving the material and spiritual life of poor and near-poor households to access basic social services in education, minimizing the dropout rate among students in ethnic minority mountainous areas; at the same time, improving the quality of education in mountainous areas.

Meanwhile, with the funding support levels for cooking services for preschool children for public educational institutions of 4.47 million VND/month/meal (later increased to 5.4 million VND) and for ethnic minority boarding schools and general schools with centralized cooking of more than 7 million VND/month/meal, in the past 3 school years (from 2022 - 2023 to 2024 - 2025), the total support budget according to Resolution 08 and Resolution 23 is more than 68 billion VND.

This policy also shows the province's concern for the education of children and students in ethnic minority and mountainous areas, and better implementation of school meals for boarding students.

Need to ensure inheritance and continuity

The above resolutions of the People's Council of Quang Nam province (previously) were all issued based on Decree No. 116 of the Government; however, Decree No. 116 has now expired and been replaced by Decree 66 (March 12, 2025). Therefore, it is necessary to adjust, amend, supplement, and merge into a new resolution to replace the previous resolutions to ensure legality and continuity in policy implementation.

Therefore, at the request of the People's Committee of Quang Nam province (formerly) in Submission No. 5682 (dated June 23, 2025), the People's Council of Quang Nam province (formerly) issued Resolution 48 (June 24, 2025) agreeing on the policy of submitting to the competent authority of Da Nang city (new) to issue support policies for preschool children, students and pupils who are ethnic minorities; students and pupils with disabilities studying at educational institutions in the area to implement the policies promptly and without interruption from the beginning of the new school year 2025 - 2026.

Quang Nam ethnic minority and mountainous area has 199 schools, including 63 kindergartens, 52 primary schools, 41 secondary schools, 25 primary and secondary schools, 14 high schools, 4 ethnic boarding schools at 2 levels of secondary and high schools with a total of nearly 65 thousand children and students. There are 23 primary boarding schools, 21 secondary boarding schools, 10 primary and secondary boarding schools.

According to the calculation of the People's Committee of Quang Nam province (formerly), the policy to support funding for cooking services for preschool children and ethnic boarding schools, and schools with centralized cooking organizations is about 27 billion VND per year.

In addition, implementing Resolution 27 and Resolution 07 on support policies for preschool children, students and pupils who are ethnic minorities; students and pupils with disabilities studying at educational institutions is 318 billion VND in the next 5 school years (from the 2025 - 2026 school year).
