Tan Phu Dong and Tan Thoi communes need to practice the spirit of serving the people well.

(ABO) On the morning of July 3, comrade Phan Van Hop, member of the Provincial Party Standing Committee, Chairman of the Inspection Committee of Dong Thap Provincial Party Committee, inspected the operation of commune-level government after the rearrangement in Tan Phu Dong and Tan Thoi communes (Dong Thap province).

At the meeting, provincial leaders and representatives of departments and branches, together with leaders of the two communes, discussed and resolved difficulties and obstacles in the process of implementing professional tasks in the locality.

According to the report, Tan Phu Dong commune currently has 91 commune-level officials and civil servants, including 28 from the Party, 46 from the State and 17 from the Fatherland Front Committee. The civil service force consists of 13 people (including 7 from the Public Service Supply Center and 6 from the Ferry Management Board).

In addition, the commune has 5 contract workers under Decree 111 and 39 part-time workers. The system of equipment such as tables, chairs, cabinets, and computers basically meets the requirements for serving cadres, civil servants, public employees, and part-time workers.

Tan Phu Dong Commune Public Administration Service Center has completed the arrangement of personnel and organized operations according to each specialized field. Administrative procedures are publicly posted and numbered in order of receiving documents. As of July 2, 2025, the Center has received 20 documents, including 12 documents in the judicial field and 8 documents in the land field, with enthusiastic guidance from officials and civil servants, helping people complete procedures in accordance with regulations.

In Tan Thoi commune, with the focus and strong direction of the Party Committee - People's Committee, the Public Administration Service Center of the commune has connected with the National Public Service Portal in accordance with the direction. Since its operation, the Center has received and processed 12 records (including 9 authenticated records, 2 household registration records, 1 business registration record), completed and returned results for 10 records, and is processing 2 records; at the same time, the staff receiving the records also guided 7 cases of people on the process and procedures for submitting records related to the fields of land, authentication and marriage.

According to the records from the two communes, the initial results show a high consensus among cadres, party members and people in rearranging the administrative apparatus, making good use of existing facilities to stabilize operations. The work of arranging cadres at the Public Administration Service Center was implemented promptly, contributing to effectively handling procedures for the people.

However, the two communes also encountered many difficulties in the initial stages of operating the new model. Many officials and civil servants were transferred from other communes and units to the Center but had not received in-depth training in public administration, affecting work efficiency. In addition, many people were still confused about completing online records, causing difficulties in service work at the grassroots level.

Speaking at the meeting, comrade Phan Van Hop acknowledged and praised the initiative and sense of responsibility of the staff and civil servants of the two communes in deploying and operating the new apparatus. He requested the communes to continue to improve their organization, stabilize their personnel, and ensure effective and synchronous operation. The province will consider investing in upgrading information technology infrastructure, especially the transmission system and integrating shared databases to serve digital government.

He also noted that it is necessary to promptly issue complete documents and regulations in the Party Committee system to ensure smooth operation. At the same time, it is necessary to step up propaganda work so that people understand and agree with the two-level government operation model; focus on training and professional development for cadres and civil servants, especially in the field of public administration, promote the spirit of solidarity and support each other to complete their tasks well.
