In the province, there are 7 telecommunications units and enterprises with specialized telecommunications and information cable systems. Currently, 100% of communes and wards in the province have fiber optic and internet lines to villages and residential areas; the rate of population covered by 3G, 4G, 5G networks is 100%; the rate of households using fixed broadband subscriptions is over 84%. Enterprises have expanded their coverage networks, pulled many new cables but have not paid attention to bundling and dismantling unused cables and boxes, causing cables to become tangled on many roads and residential areas; in some areas, telecommunications cables are sagging and broken, not only affecting the urban beauty but also affecting people's lives and activities, posing potential safety risks. In the past, the Department of Science and Technology has repeatedly directed and coordinated the implementation of bundling and rearranging telecommunication cables in the province, but the results have been limited.
Ms. Phuong Thi Huong Lan, Deputy Director of the Department of Science and Technology, said: To improve the effectiveness of state management of the telecommunications peripheral cable network; sharing, common use, promoting the development of information infrastructure among enterprises, the Department of Science and Technology has advised the Provincial People's Committee to issue Plan No. 49 KH/UBND dated February 18, 2025 on undergrounding and arranging the telecommunications peripheral cable network in Lang Son province in 2025. The goal is to underground 7.5km of telecommunications peripheral cables in urban areas and residential areas; arrange overhead information lines and cables in residential areas in the province with a total length of 108km.
The focus of this plan is to renovate the telecommunications peripheral cable network at political centers, communes building model new rural areas, and advanced new rural areas in the province. To implement the task, the Department of Science and Technology has coordinated with units and enterprises to conduct a detailed survey of the current status of cable poles and telecommunications cables, on that basis, preside over the development of a plan to renovate telecommunications peripheral cables and handle ownerless telecommunications peripheral cables on roads and streets. Units and enterprises have arranged human resources and equipment to ensure effective implementation of the Provincial People's Committee's plan. Accordingly, each unit sends 2 technicians and employees per shift and arranges equipment to ensure the implementation of the task; organizes shifts and routes to arrange and renovate cable boxes and cabinets in use; Dismantle and collect ownerless telecommunication cables, those no longer in use or those still in use but not installed according to standards, sagging, posing a risk of accidents, fires and unsightliness, hindering the general renovation of units. For telecommunication cables still in use, adjust them to new installation locations according to standards, ensuring safety for people and vehicles operating in the area; use plastic-coated steel wire to bundle telecommunication cables into bundles, ensuring the aesthetics of the alley; hang identification signs and height signs at cable crossings...
Mr. Vy Tien Binh, Head of Technical - Investment Department, VNPT Lang Son said: Since May 2025, VNPT Lang Son has coordinated with enterprises and units with telecommunication and information cable systems to implement a plan to renovate telecommunication cables in the province. We have arranged 2 specialized forklifts and 24 officers and technicians to directly participate in implementing the plan to contribute to ensuring the implementation on schedule.
In addition to renovation, related businesses and units also coordinate with investors of pavement renovation and upgrading projects to organize undergrounding of peripheral telecommunications cables into shared technical infrastructure (trenches, tunnels, culverts, cable tanks, etc.); hang cable identification signs, etc.
Mr. Do Thanh Trung, Head of Technical Infrastructure Department, Viettel Lang Son said: Recently, there has been frequent rain in the province, which has greatly affected the construction progress. However, with the determination to complete the tasks assigned by the Provincial People's Committee, Viettel staff have proactively overcome difficulties, arranged human resources and equipment to deploy the bundling and undergrounding of peripheral telecommunication cables according to plan. Up to now, we have completed more than 50% of the workload.
Although it has only been deployed for more than a month, related units and enterprises have completed the renovation of more than 40km of peripheral telecommunication cables in communes and wards across the province, of which the old districts have completed 40 to 50% of the plan, and Van Lang district (old) alone has completed 100% of the plan.
Mr. Nguyen Anh Tuan, Tran Quang Khai block, Luong Van Tri ward said: In recent days, I have seen employees of telecommunications units deploying to bundle peripheral telecommunications cables on many routes. After construction, the cables were neatly bundled, and broken cables, which were stretched in the middle of the road in many places, were removed. This not only ensures urban aesthetics but also contributes to fire prevention, traffic safety, etc. Hopefully, businesses will regularly deploy this work.
The plan to underground and renovate the peripheral telecommunications cable network in the province continues to be implemented from now until September 30. In order for the plan to be implemented effectively and on schedule, the Department of Science and Technology continues to strengthen inspection and supervision of the implementation of tasks by units and enterprises.
