The Government issued 42 decrees on the management of cadres and civil servants.

In building institutions for the management of cadres and civil servants, the Government always thoroughly grasps the principle of ensuring the Party's unified leadership in cadre work; fully institutionalizing the Party's viewpoints, policies and guidelines into legal documents; continuing to innovate the work of recruiting, using and managing cadres and civil servants; promoting the implementation of decentralization and delegation of authority associated with power control. At the same time, creating a mechanism for interconnectivity in cadre work, suitable to the practical situation, ensuring the quality and effectiveness of cadre and civil servant management and use; inheriting and developing current regulations, ensuring consistency and synchronization with related regulations; continuing to implement the policy of administrative reform, especially administrative procedure reform and promoting digital transformation in the work of recruiting, using and managing cadres and civil servants; resolving inadequacies and obstacles from practice.

Based on the resolutions, conclusions, and directives of the Party and the laws of the State on personnel work, especially the Resolution of the 13th National Party Congress, Resolution No. 26-NQ/TW, the Law on Cadres and Civil Servants, Resolution No. 50/NQ-CP (promulgating the Government's Action Program to implement the Resolution of the 13th National Party Congress), the Government has led and directed relevant ministries and branches to research, develop and submit to the National Assembly , the Government, the Prime Minister and promulgate under its authority many documents and projects. In particular, the Government has submitted to the National Assembly for promulgation Law No. 52/2019/QH14 amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees; submitted to the National Assembly regulations on the statute of limitations for disciplining cadres, civil servants, and public employees, ensuring consistency with the Party's regulations (in Section 5 of Resolution No. 76/2022/QH15 on the 4th Session of the 15th National Assembly).

Since the Law on Civil Servants came into effect (2010), the Government has issued 42 decrees related to the management of civil servants to implement the recruitment, use and management of civil servants. The Minister of Home Affairs has issued 19 guiding circulars under his authority. Ministries, ministerial-level agencies, provinces and centrally run cities have also issued many legal documents related to the management of civil servants under their authority.

In addition, the Prime Minister issued four decisions approving the Project on rearranging and reorganizing training facilities for officials and civil servants in agencies in the political system by 2023; the Project on the National Program on foreign language learning for officials, civil servants and public employees for the period 2019 - 2030; the Project on training and improving the capacity of young leaders and managers and female leaders and managers of local governments abroad for the period 2023 - 2025; and the National Strategy on attracting and promoting talents by 2030, with a vision to 2050.

Pursuant to the Law-making Program for the 15th National Assembly, the Party's policies, and Resolution No. 76/2022/QH15 of the National Assembly, the Government has assigned the Ministry of Home Affairs to study and review the Law on Cadres and Civil Servants, the Law on Public Employees and related laws to report to the Government and submit to the National Assembly Standing Committee in December 2023, on that basis, report to the National Assembly Standing Committee and the National Assembly for amendment and supplementation in the coming time. In particular, focusing on studying, continuing to regulate and clarifying preferential policies to discover, attract and promote talented people in agencies and organizations of the political system. Perfecting the mechanism for selecting, training, creating favorable conditions and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs, and dare to take responsibility for the common good.

At the same time, amend and supplement regulations on job positions of the political system as a basis for determining the staffing of each agency and unit in accordance with functions, tasks and practices, associated with substantive assessment and accurate classification of cadres and civil servants. Amend regulations on the authority to manage staffing in accordance with Party regulations; strengthen discipline and order in leadership, administration, organization of law enforcement and public service performance; perfect the interconnection mechanism for cadres and civil servants of communes, wards and towns.

Based on the Politburo's regulations on personnel planning (Regulation 50-QD/TW) and the guidance of the Central Organization Committee, ministries, branches and localities have issued regulations and plans on personnel and civil servant planning under their management authority. The work of planning leadership and management personnel is based on the actual situation of the staff, the political tasks of ministries, branches, localities, agencies and units in each term and the orientation for the next term. At the same time, it is closely linked with other stages in personnel work, ensuring the leadership of Party committees, Party organizations and competent leadership collectives, the principles of democratic centralism, fairness, impartiality, objectivity, openness and transparency.
