Prescription drugs, including vaccines, must publish their expected wholesale prices, to limit distribution through intermediaries.


According to the Drug Administration of Vietnam ( Ministry of Health ), in 2025, businesses will continue to implement the regulation: announcing expected wholesale drug prices, applicable to prescription drugs. This group of drugs includes service vaccines, which are pharmaceuticals that patients use according to a doctor's prescription, accounting for 82.5% of the total number of drugs in circulation.

Regulations on publishing and re-publishing wholesale drug prices applicable to prescription drugs to minimize distribution through intermediaries that push up unreasonably high prices have been effectively implemented in recent times.

In response to some concerns that the announcement of drug prices currently only applies to prescription drugs, other drugs can easily be unreasonably priced, affecting affordability; increasing the financial burden due to drug costs, a representative of the Drug Administration Department said: "For non-prescription drug groups (accounting for 17.5% of total drugs), although businesses do not have to announce wholesale prices, they are still strictly managed by other measures."

Specifically, if these drugs are sold at retail drug stores within the premises of medical examination and treatment facilities, they must follow the retail margin (from 2 - 15%, depending on the value of the drug). If used at medical examination and treatment facilities, they are controlled through bidding.

In the case of non-prescription drugs sold in retail on the market, they are controlled through the following measures: posting prices at the place of transaction and selling at prices no higher than the listed prices. In particular, non-prescription drugs are popular drugs, with many registration numbers from many different manufacturers. Therefore, with more than 60,000 retail establishments nationwide, drug prices are controlled through market competition.

In public hospitals, through drug bidding (controlling the construction of planned prices), drug prices are stabilized. In recent years, the pharmaceutical market has not seen the phenomenon of hoarding and pushing up prices.

According to the Drug Administration, through monitoring the market situation, some pharmaceutical products have increased prices and localized increases in some places, caused by armed conflicts in some countries, affecting the process of international circulation, transportation and supply of raw materials, increasing input costs that make up the price of drugs; due to changes in the exchange rate between USD and Vietnamese Dong.

In addition, in the world , some drugs are in short supply (albumin, blood products,...) so drug prices are high.
