On July 4, Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee and Deputy Head of the Standing Committee of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW (referred to as the Steering Committee) signed and issued Plan No. 56-KH/BCĐ of the Steering Committee on continuing to perfect the organization of the political system and prepare for Party Congresses at all levels (referred to as Plan No. 56).
Plan No. 56 states the implementation of Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system and the conclusions of the Politburo , Secretariat; Central Steering Committee on summarizing Resolution No. 18 promulgating the Plan to continue perfecting the apparatus of the political system and preparing for Party Congresses at all levels.

Purpose, requirements
Review and clearly identify tasks that need to continue to be performed (new tasks and assigned tasks) to operate the political system's apparatus according to the new model, ensuring that agencies, units, and organizations operate effectively, efficiently, and effectively; Party congresses at all levels leading up to the 14th National Congress of the Party achieve quality, efficiency, and on schedule.
The assignment of work must be linked to the functions, tasks, responsibilities and promote the proactive and active role of agencies, units, organizations and localities. Carefully study the specific characteristics and features to specifically and accurately determine the work content, completion deadline and responsibilities of agencies, units and organizations at the Central level, provincial Party Committees, city Party Committees and Party Committees directly under the Central Committee to ensure timely, synchronous and unified implementation.

Issued together with Conclusion No. 56-KH/BCĐ is the Appendix on the content and tasks of continuing to implement Resolution No. 60-NQ/TW, dated May 12, 2025 of the Central Executive Committee.
The appendix clearly states the tasks and expected completion time of agencies and units at the Central level and provincial, municipal and central party committees.
The Government Party Committee is assigned to lead, direct, inspect, and guide the arrangement and streamlining of the Government Inspectorate and the inspection system at the central and provincial levels; establish specialized provincial agencies and agencies organized vertically (such as: tax, customs, state treasury, social insurance, national reserves, statistics, state bank, civil judgment enforcement) to ensure proper implementation of the Central Government's policies and Government regulations; and establish specialized departments. This task is expected to be completed before August 15, 2025.

The National Assembly Party Committee shall preside over and coordinate with relevant agencies in issuing documents directing, regulating and guiding the organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This task is expected to be completed before September 30, 2025.
The National Assembly Party Committee continues to lead and direct the review and timely adjustment of the 2025 law-making program (if any) related to perfecting the organizational structure of State agencies and local authorities; promoting decentralization, clearly defining authority, and handling overlaps in legal regulations to ensure consistency and unity between documents, between the Central and local levels after the rearrangement of administrative units at all levels, and implementing the 2-level administrative unit model. This task is expected to be completed before September 30, 2025.
The National Assembly Party Committee coordinates with the Government Party Committee to lead and direct the preliminary and final review of the implementation of specific development mechanisms and policies for a number of localities, and consider regulations issuing for unified implementation nationwide. This task is expected to be completed before September 30, 2025.
According to Plan No. 56, the Party Committee of the Fatherland Front and central mass organizations are assigned the task of leading and directing the continued arrangement and reorganization of mass organizations assigned by the Party and State to operate under the Central Committee of the Vietnam Fatherland Front in the direction of reducing the number of organizations, streamlining the internal apparatus, and operating practically and effectively (expected to be completed before September 30, 2025).
At the same time, lead and direct the arrangement of press agencies under the Central Committee of the Vietnam Fatherland Front, ensure unified management, improve operational efficiency in the direction of maximum streamlining, reduce the number of agencies, newspapers, magazines, and maintain only really necessary units (expected to be completed before September 30, 2025)...
Plan No. 56 replaces Plan No. 47-KH/BCĐ, dated April 14, 2025 of the Central Steering Committee on summarizing Resolution 18.
