Vietnam Union of Friendship Organizations and Ministry of Foreign Affairs discuss coordination mechanism in new context and situation

On July 8 in Hanoi, the Vietnam Union of Friendship Organizations and the Ministry of Foreign Affairs held a conference on coordination of work in 2025. The conference was co-chaired by President of the Vietnam Union of Friendship Organizations Phan Anh Son and Deputy Minister of Foreign Affairs Ngo Le Van.

The conference aims to discuss the coordination mechanism between the two agencies in the new context and situation. At the same time, it strengthens the connection between the departments and units of the Standing Agency of the Vietnam Union of Friendship Organizations with the Departments, Divisions and units of the Ministry of Foreign Affairs , promoting the combined strength, improving the effectiveness of foreign affairs activities of each agency, contributing to the successful implementation of the foreign policy of the Party and State.

The conference listened to reports on the work results of the Vietnam Union of Friendship Organizations and the results of coordination between the two agencies in the past time, and discussed specific directions and measures to improve the effectiveness of coordination in the coming time.

According to the report at the Conference, in the recent past, in the context of the rapidly changing, complex and unpredictable world situation, the people's foreign affairs work of the Vietnam Union of Friendship Organizations has achieved many positive results. These results have contributed to building a solid social foundation, enhancing the country's position, strengthening people-to-people friendship, effectively mobilizing international resources and, together with the Party's foreign affairs and State diplomacy, building a comprehensive foreign affairs posture, serving the development and protection of the Fatherland.

Contributing to that success is the increasingly close and substantial coordination between the Vietnam Union of Friendship Organizations and the Ministry of Foreign Affairs in many areas: advising and coordinating the drafting of documents related to foreign affairs; people's foreign affairs activities; foreign non-governmental affairs; foreign information; commendation work, and personnel work. At the same time, officials and former officials of the Ministry of Foreign Affairs participate in many friendship associations that are member organizations of the Vietnam Union of Friendship Organizations. Vietnamese representative agencies abroad also actively support the Vietnam Union of Friendship Organizations in connecting and organizing programs with international friends.

In his concluding remarks at the Conference, Deputy Foreign Minister Ngo Le Van highly appreciated the initiative to organize the Conference, considering it a practical activity in the new context. He congratulated the Vietnam Union of Friendship Organizations on perfecting its organizational structure, affirming its increasingly high position when undertaking additional people-to-people diplomacy work within the Vietnam Fatherland Front system.

The Deputy Minister acknowledged the important, effective and responsible contributions of the Vietnam Union of Friendship Organizations in implementing the Party's foreign policy, especially on the people's foreign affairs channel. He assessed that the coordination between the two agencies in recent times has been smooth and close, without any significant obstacles in terms of operating mechanisms or coordination processes. However, the two sides need to continue to improve the quality of coordination in the context of increasing work pressure and some legal regulations that have not kept up with reality.

To improve the effectiveness of coordination, the Deputy Minister proposed that the two sides study and develop a suitable cooperation mechanism, which can be in the form of an agreement or an annual plan, to enhance information sharing, create initiative and harmony in implementing people-to-people diplomacy tasks. He affirmed that the Ministry of Foreign Affairs is ready to closely coordinate with the Vietnam Union of Friendship Organizations in performing assigned functions and tasks, and at the same time hopes that the Vietnam Union of Friendship Organizations will continue to proactively propose solutions to effectively exploit the potential of the people-to-people diplomacy channel in relations with each specific partner.

Agreeing with the proposal of Deputy Foreign Minister Ngo Le Van, Chairman of the Vietnam Union of Friendship Organizations Phan Anh Son suggested that the two sides continue to improve coordination mechanisms, build joint working regulations, increase information sharing and coordination between specialized units to improve the effectiveness of implementing people-to-people diplomacy activities.

He suggested that the Ministry of Foreign Affairs create conditions for the Vietnam Union of Friendship Organizations to be more proactive in grasping information about visits, high-level delegations and major foreign affairs activities of the Party and State, thereby making timely and appropriate preparations on the people's channel. At the same time, he emphasized the need to maintain regular exchanges with the Ministry's specialized units to improve the quality of consultation and effectively handle arising issues.

Regarding foreign non-governmental work, he said that there needs to be a flexible approach, suitable to the characteristics of the people's channel, ensuring the implementation of new policies and guidelines without disrupting the activities of foreign non-governmental organizations in Vietnam.

Mr. Phan Anh Son also affirmed the connecting and mobilizing role of the Vietnam Union of Friendship Organizations in strategic areas, and proposed to strengthen substantive coordination with Vietnamese representative agencies abroad. He emphasized that the Vietnam Union of Friendship Organizations will continue to promote its role as a core force in people-to-people diplomacy, contributing to promoting effective connection between Party diplomacy, State diplomacy and people-to-people diplomacy.
