Telegram on extending the time of the Exhibition of National Achievements on the occasion of the 80th Anniversary of National Day
Deputy Prime Minister Mai Van Chinh has just signed Official Dispatch No. 155/CD-TTg dated September 2, 2025 of the Prime Minister on extending the time of the National Achievements Exhibition on the occasion of the 80th Anniversary of National Day.

Telegram sent to the Minister of Culture, Sports and Tourism; Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries, Chairmen of People's Committees of provinces and centrally-run cities; agencies, organizations and enterprises participating in the Exhibition.
The telegram stated: From August 28, 2025, the National Achievements Exhibition on the occasion of the 80th anniversary of National Day with the theme: "80 years of the Journey of Independence - Freedom - Happiness" (hereinafter referred to as the Exhibition) held in Hanoi has attracted special attention and created a strong ripple effect among all classes of people. The Exhibition is not only an opportunity to honor history, introduce the outstanding achievements of the Party, State and People in the process of protecting, building and developing the country over the past 80 years; contribute to propagating and educating the tradition of patriotism, strengthening the people's belief in the country's path of innovation and sustainable development; promote the image of a renewed, dynamic Vietnam, deeply integrated with the international community; but this is also an opportunity for all people to directly experience and enjoy the great development achievements of the country.
Prepare necessary conditions, ensure efficiency, save money, and prevent waste during the long duration of the Exhibition.
In order to meet the needs and aspirations and create conditions for people to have more time to visit and experience the activities and events at the Exhibition, based on the proposal of the Ministry of Culture, Sports and Tourism, the Prime Minister decided to extend the Exhibition until September 15, 2025 and requested:
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries, branches, localities, organizations, agencies and units to carefully review and prepare necessary conditions to organize exhibition activities and related events, ensuring quality, efficiency, security, safety, environmental sanitation, creating convenience for people, related organizations and individuals to visit the Exhibition and in accordance with legal regulations.
At the same time, preside over and coordinate with relevant agencies to discuss and work with Vingroup Corporation and related service providers to minimize costs of renting premises, machinery, equipment, materials, labor and other related costs; ensure quality, efficiency, savings, prevent waste, reduce the burden on the state budget and comply with legal regulations.
In addition, the Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches, localities and relevant agencies to clearly identify the funding needs that require central budget support for extending the Exhibition period, ensuring efficiency, savings, anti-waste and compliance with legal regulations; synthesize and send to the Ministry of Finance before September 4, 2025; if necessary, the Ministry of Culture, Sports and Tourism shall promptly organize an online meeting with ministries, branches, localities and relevant agencies to reach an agreement on this matter.
The Ministry of Finance shall preside over and closely coordinate with the Ministry of Culture, Sports and Tourism to carefully review and synthesize the funding needed for support from the central budget and report to competent authorities on the balance and arrangement of funding support for ministries, branches, localities and relevant agencies during the extended period of the Exhibition. If necessary, the Minister of Finance shall discuss directly with the Minister of Culture, Sports and Tourism to reach an agreement on this matter.
Ensure security, safety, environmental sanitation, create convenience for people, organizations and individuals to visit the Exhibition.
Ministers, Heads of ministerial-level agencies, Government agencies, Heads of relevant agencies, Secretaries and Chairmen of People's Committees of provinces and centrally-run cities are responsible for ensuring necessary conditions, arranging personnel, and organizing the good implementation of tasks related to the management and operation of their units' exhibition spaces during the exhibition; ensuring quality, efficiency, security, safety, environmental sanitation, creating convenience for people, related organizations and individuals to visit the Exhibition and in accordance with legal regulations.
At the same time, according to functions, tasks, and authority, discuss and work with Vingroup Corporation and related service providers to minimize costs of renting premises, machinery, equipment, materials, labor and other related costs; ensure quality, efficiency, savings, prevent waste, reduce the burden on the state budget and comply with legal regulations.
In addition, proactively review, balance, arrange and organize in the 2025 state budget estimate assigned by competent authorities and other legal funding sources to carry out related tasks and activities during the exhibition period as prescribed. In case it is necessary to support funding from the central budget, clearly identify the additional funding needs for each specific task and activity, synthesize, report and propose, recommend to the Ministry of Culture, Sports and Tourism before September 4, 2025 for synthesis, send to the Ministry of Finance to report to competent authorities before September 5, 2025; in which, pay attention to the construction of estimates, management and use of funds to ensure proper purposes, efficiency, savings, anti-waste and in accordance with the provisions of law.
Localities organizing culinary spaces ensure the maintenance of goods sources and quality throughout the exhibition, ensuring the promotion of local culinary identity and quintessence.
Ministries, branches and localities must seriously, urgently and focus on implementing assigned tasks and work in accordance with the direction of the Prime Minister in this Official Dispatch and related documents. During the implementation process, proactively handle assigned tasks, difficulties and problems (if any) within their authority; promptly report to competent authorities on issues arising beyond their authority.
The Ministry of Public Security, the Ministry of Health, and the People's Committee of Hanoi City, according to their assigned functions and tasks, shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to continue ensuring the best conditions for security, order, traffic safety, fire prevention and fighting, environmental sanitation, food safety, health care, and medical care for the people, visitors, and cadres, employees, and workers performing the tasks of the Exhibition.
The Ministry of Finance and the Ministry of Industry and Trade, according to their assigned functions and tasks, urgently inform, mobilize and create conditions for businesses to continue to participate in the exhibition until the end of the extended exhibition period.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and other news agencies and press agencies closely coordinate with the Ministry of Culture, Sports and Tourism to urgently inform the public and visitors about the extended Exhibition time.
Vingroup Corporation closely coordinates with the Ministry of Culture, Sports and Tourism and relevant agencies to resolve arising issues; ensure plans for logistics, traffic, health, security, order, fire prevention, environmental sanitation, etc. during the extended period of the Exhibition; create favorable conditions for units to continue to participate in exhibitions and organize events until the end of the Exhibition's extended period.
The Ministry of Culture, Sports and Tourism, according to its assigned functions and tasks, is responsible for monitoring and urging ministries, branches, agencies and localities to seriously implement this Official Dispatch; regularly direct, review, inspect, urge and grasp the situation of the organization of the Exhibition; promptly report to the Prime Minister on arising issues beyond its authority.
Handling press information and public opinion on the issue of operating two-level local government in Ho Chi Minh City
The Government Office has Document No. 8170/VPCP-NN conveying the direction of Prime Minister Pham Minh Chinh to handle press information and public opinion on the issue of operating two-level local government in Ho Chi Minh City.
Prime Minister Pham Minh Chinh assigned the Minister of Home Affairs to study and promptly propose to the Government solutions to remove obstacles in the operation of two-level local government in Ho Chi Minh City.
Previously, the Government Electronic Information Portal reported on information, press and public opinion related to the direction and administration No. 778/2025/TTDT dated August 23, 2025, including press information reflecting on the issue of operating 2-level local government in Ho Chi Minh City.
According to press reports, after nearly 2 months of implementing the 2-level local government model, Ho Chi Minh City has achieved some positive results, but there are still difficulties that need to be resolved. One of the outstanding difficulties is that the organization and personnel arrangement at the commune level have not met the requirements of the workload in the new context, leading to situations such as work overload, difficulty in ensuring quality and progress, lack of reserve resources when civil servants are on leave, sick or participating in training, fostering, etc.; the thin number of leadership personnel limits management, operation and advisory work. In addition, after the district-level People's Committee ended its operation, the Urban Order Management Teams of the old district level ceased to operate; At the same time, the Local Inspection Organization under the Department of Construction also reorganized, leading to the current situation where wards, communes and special zones no longer have specialized forces to perform the tasks of inspection, supervision and handling of violations related to urban order and construction.
Regarding the above issue, Prime Minister Pham Minh Chinh assigned the Minister of Home Affairs to study and promptly propose to the Government for consideration and decision at the nearest Government meeting on assessing the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units, and operation of the 2-level local government organization model.
Handling press reports that financial obligations when changing land use purposes are too high, affecting livelihoods
The Government Office has document No. 8160/VPCP-NN conveying Prime Minister Pham Minh Chinh's direction to handle press information and public opinion about financial obligations when changing land use purposes being too high, affecting livelihoods.
Prime Minister Pham Minh Chinh assigned the Ministry of Finance to preside over research and propose solutions to apply appropriate land price adjustment coefficients in land use fee collection.
Previously, the Government Electronic Information Portal reported on information, press and public opinion related to the direction and administration No. 768/2025/TTDT dated August 21, 2025, including information reflecting that financial obligations when changing land use purposes are too high, affecting livelihoods.
According to the feedback, many opinions said that having to develop an annual land price list and issue it for immediate application from January 1 of the year would be a waste of resources and time. Associate Professor, Dr. Nguyen Dinh Tho, Deputy Director of the Institute of Strategy and Policy on Agriculture and Environment (Ministry of Agriculture and Environment) said that land prices according to the price list are often significantly different from market prices, leading to inadequacies in calculating compensation and attracting investment. Therefore, the Ministry of Finance needs to determine a suitable coefficient to calculate people's financial obligations. The large difference between the land price frame and market prices has directly affected people and businesses. In fact, in recent times, in Hanoi and Ho Chi Minh City, many households have encountered difficulties in converting land use purposes, because the financial obligations calculated according to the land price list are too high. This also puts pressure on production and business costs, affecting livelihoods and the investment environment. Therefore, it is necessary to pay special attention to land finance policies, ensuring people's financial obligations at a reasonable level, and at the same time having a mechanism to support businesses.
Regarding the above information, Prime Minister Pham Minh Chinh assigned the Ministry of Finance to preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to study and propose solutions to use land price adjustment coefficients to collect land use fees appropriately and feasibly, and report to the Prime Minister before September 10, 2025./.
