Prime Minister: Continue to innovate thinking and methods in public investment, focus on projects to "turn the situation around"

(Chinhphu.vn) - On the morning of September 3, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to give opinions on reports on socio-economics, state budget and public investment to prepare reports for competent authorities.

Attending the meeting were Deputy Prime Ministers , leaders of ministries, branches and agencies under the Government.

At the meeting, delegates discussed and gave opinions on the socio -economic report for August and the first 8 months of the year, the implementation of the socio-economic development plan for 2025, the plan for 2026; the report on the state budget and public investment situation in 2025, the implementation of the public investment plan for 2021-2025, the state budget estimate, the public investment plan for 2026, the 3-year state budget and finance plan for 2026-2028, and the medium-term public investment plan for 2026-2030.

According to reports and opinions at the meeting, in August, the world situation continued to face many difficulties and challenges; trade tensions, military conflicts, political instability in some countries and regions continued to persist, the world financial and currency markets fluctuated, affecting growth prospects, inflation, the global investment and business environment. Natural disasters and extreme weather occurred on a large scale, posing potential risks to commodity prices and world food security.

In the country, people across the country are joyful and excited to celebrate the 80th anniversary of the August Revolution and National Day September 2. A series of major programs, events, patriotic activities, especially the celebration, parade, march and exhibition "80 years of the journey of Independence - Freedom - Happiness" were successfully organized, meaningfully, solemnly, economically, practically, arousing and strongly spreading the spirit of patriotism, solidarity, national pride, creating momentum, motivation, inspiration, contributing significantly to the country's readiness to enter a new era of development.

On the occasion of the 80th anniversary of the August Revolution and National Day September 2, the whole country started and inaugurated 250 typical works and projects with a total investment of about 1.28 million billion VND; basically completed the goal of eliminating temporary and dilapidated houses nationwide (over 334 thousand houses), reaching the goal 5 years and 4 months ahead of schedule; gave gifts to all people on the occasion of National Day with a total cost of nearly 11 thousand billion VND...

The Government and the Prime Minister continue to resolutely direct ministries, branches and localities to focus on concretizing laws, resolutions, conclusions and directions of the Party Central Committee, the Politburo, the Secretariat and the National Assembly; strive for growth of 8.3-8.5% in 2025, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; implementing 3 strategic breakthroughs, resolutions of the "four pillars"...

In August, the Government and the Prime Minister issued 23 decrees, 47 resolutions, 30 directives, official dispatches and over 600 directive and administrative documents to perfect the law and handle arising issues; in total, in 8 months, 241 decrees, 308 resolutions, 2,021 decisions, 25 directives and 145 official dispatches were issued.

The Prime Minister directed the drastic reform of administrative procedures, reduction of business conditions; operation of two-level local government; chaired conferences with enterprises and worked with many large global enterprises, removed obstacles for projects; resolved environmental pollution, prevented, combated and overcame the consequences of natural disasters, storm No.

In general, in the context of many difficulties and challenges, the Government, the Prime Minister, ministries, branches and localities have made great efforts, focused highly, completed a large amount of work; proactively, resolutely and effectively managed and operated; flexibly and promptly handled arising issues; promoted economic development in harmony with culture, society and environment; and promoted international integration.

Thanks to that, the socio-economic situation continues to trend positively, achieving many outstanding and quite comprehensive results, gaining the trust, appreciation and active participation of people, businesses and investors. However, the tasks in the last months of the year are still very challenging, requiring all levels, sectors and localities to be more proactive, drastic and close to complete the assigned tasks.

After listening to reports, opinions, and concluding remarks for relevant agencies to continue completing socio-economic reports, Prime Minister Pham Minh Chinh further analyzed some contents on assessing the situation, direction, administration, and policy responses in August and the past time; outstanding socio-economic results, limitations and shortcomings; analyzing causes and lessons learned; forecasting the situation in the coming time; key tasks and solutions, breakthroughs in September and the fourth quarter in various fields.

The Prime Minister emphasized the lessons learned in firmly grasping the situation, responding appropriately, promptly, flexibly and effectively with policies; maintaining and promoting solidarity and unity; doing a good job of information and propaganda work; "resources come from thinking and vision, motivation comes from innovation and creativity, strength comes from people and businesses". In particular, the Prime Minister affirmed that with the spirit of "saying is doing" of the Party and State, people's trust is increasingly consolidated and strengthened.

In the coming time, the Prime Minister requested ministries and branches to continue to implement more drastically, comprehensively and effectively the laws, resolutions, conclusions and directions of the Party Central Committee, the Politburo, the Secretariat and the National Assembly; review all targets for 2025 and 5 years to continue striving to achieve and exceed; promote growth drivers, strive to achieve GDP growth in 2025 from 8.3-8.5%; complete assigned projects and tasks, especially developing, perfecting and submitting for promulgation, organizing the implementation of the Politburo's resolutions on education and training, people's health care, state economy, cultural development; organize the opening ceremony of the new school year; prepare well for the Central Conference and the National Assembly Session...

Commenting on reports on the state budget and public investment, the Prime Minister emphasized the need to collect correctly, fully, and promptly, prevent revenue loss, and increase spending savings; new goals and new requirements in public investment in the coming period require continued innovation in thinking and working methods, especially focused and key investments, not spreading out, avoiding waste, and focusing on projects that are "turning the situation around and changing the status".
